OBJECTIVES OF THE PROGRAMME :
The WHO Global Service Centre provides client-oriented administrative services to all staff and all WHO Offices worldwide in the respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of the Centre Support Office is to provide the swift and reliable delivery of a comprehensive array of services to all GSC and ITT-KL staff based in the Centre, in the following areas: budget and finance, administration, human
resources, business operations.
Description of duties:
Acts as the focal point for the provision of the entire range of efficient, effective and
client-oriented Human Resources Services for the Global Service Centre and ITT-KL (nearly 300 staff in total) in accordance with established HR policies, procedures and practices.

Under the direct supervision of the Management Officer, GSC the incumbent leads a team of HR Staff in support of the delivery of HR services in the areas of human resources planning, selections, recruitment, contract administration, entitlements and benefits, performance management and advice to staff at all levels in the Global Service Centre and ITT-KL.

Specifically the incumbent will:

- Lead, motivate, guide and manage a team of HR staff and ensure the efficient provision of HR support services to all staff in the GSC and ITT-KL;
- Ensure consistency and encourage best practice in the implementation of WHO human resources policies contained in the Staff Rules and Regulations and the WHO e-Manual.
- Set the objectives for the team, manage performance, identify staff development needs and appropriate learning possibilities;
- Provide guidance and specialist advice to Director GSC, Director ITT and the Coordinators on the interpretation of staff rules and regulations, on the application of HR entitlements and conditions of service, liaising with the Department of Human Resources Management when necessary;
- Review and analyze complex cases, interpret rules and procedures applying to such cases, providing solutions or, if appropriate, submit recommendations for exceptions according to the approval process in place;
- Liaise with senior managers to provide strategic advice and counsel in addressing employee and organizational issues, including employee relations and disciplinary issues.
- Ensure the implementation of the Performance Management Development System (PMDS) and ensure its effectiveness and compliance with Headquarters, providing training to staff on the appraisal process.
- Provide guidance and specialist advice to Director, GSC, Director, ITT and Coordinators on recruitment policies and practices, selection processes and any related policy issues, pro-actively assisting them in equipping their teams with the high-calibre technically skilled and competent staff required.
- Collaborates/cooperates with Salary Survey Specialists and members of the Local Salary Survey Committee to ensure that General Service salary surveys are conducted within the framework of the approved survey methodology.
- Work closely with other UN agencies in coordinating the Cost-of-Living/Place-to-Place surveys, Housing and Hardship surveys conducted by the UN from time to time.
- Participates in inter-agency coordination meetings as required and acts as focal point and resource person on all questions dealing with HR issues.
- Interact closely with external recruitment agencies, reviewing cvs, interviewing potential candidates for the recruitment of technically skilled contract staff for temporary assignments within the different business areas;
- Perform other duties as required.
REQUIRED QUALIFICATIONS
Education:
Essential:
- University degree in HR management, public or business administration, or related field.
Desirable:
- Advanced university degree.

Desirable:
Knowledge of an ERP system such as Oracle would be an advantage.
Experience:
Essential:
- minimum of 5 years of relevant work experience including experience in HR management, preferably on recruitment or entitlements within a UN Organization.
- International experience
- Supervisory experience
Languages:
Essential: Excellent knowledge of English, both written and spoken to be able to write reports and make presentations.
Desirable: Knowledge of the local language. Knowledge of French an added advantage.

US$56091.- net of tax at single rate
US$60,091.- net of tax with primary dependants
Post Adjustment: 44.8 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
