Senior Program Officer, Special Projects

Under the supervision of the Associate Director, Special Projects, the SPO provides program management support and coordination in planning, design, implementation, monitoring, evaluation and reporting of assigned project activities.

S/he will work with the AD Special Projects to provide support to and coordinate assigned FHI Nigeria project activities in accordance with the respective donor guidelines and regulations.

S/He will assist in strengthening systems of reporting on program progress against stated objectives and monitoring and evaluation frameworks for each assigned projects.

Senior Finance and Administration Officer

This position will report to the Zonal Manager and will be responsible for accounting and finance and overall administration for the zonal and state office and ensure compliance with the contractual requirements of Nigeria’s programs/projects with the objective of providing professional accountancy services consistent with generally accepted accounting principles.

Provide main support with problem resolution on CO cash accounts, bank resolutions, finance systems, resolution of audited questioned costs, and financial close outs at the state and zonal level.

Ensure the accurate keeping of all books of account for the state and zonal office, including checking account, equipment and supply registers and all accounting records.

Accountant

Under the direction of the Senior Finance & Admin Officer, the Accountant shall assume responsibility for accounting in the Zonal Office and ensure compliance with the contractual financial requirements of the project.

S/He will assist the Senior Finance & Admin Officer to ensure the accurate keeping of all books of account for the project, including checking account, equipment and supply registers and all accounting records.

S/He will work with the Senior Finance & Admin Officer to lead the preparation of monthly and annual financial reports, including financial status of subprojects account activities with accompanying bank documentation and receipts.

Assist the Senior Finance & Admin. Officer in monitoring NGO subproject budgets in accordance with approved workplan activities.

Monitoring and Evaluation Officer

The Technical Officer (M&E), under the supervision of the State Program Coordinator and relevant technical leads, and with technical oversight from the Director of Monitoring and Evaluation, is responsible for the implementation of monitoring and evaluation activities for the state offices. The Technical Officer (M&E) will work with others in the state office and local implementing partners to ensure that state monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.

Work with the state-level staff and government counterparts to provide support and guidance on program/project monitoring and evaluation activities and on US Government and Government of Nigeria reporting requirements.

Provide support to the sites in the state, including interacting with site Program Managers, M&E focal points, M&E officers of SACA/SASCP, other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support these requirements.

Contract and Grants Officer

Under the direction of the Senior C&G Officer, the C&G Officer shall provide support in the administration of contracts, grants, task orders and cooperative agreements.

Responsible for review of sub-agreement and subcontracting implementation activities and contractual arrangements to ensure they meet with donor and organizational regulations.

Interpret and apply funding regulations to ensure that all FHI policies and procedures and federal procurement and contracting requirements are met for sub-agreement and subcontracting activities.

Medical Officer

With the Senior Technical Officer, the Medical Officer will provide technical and programmatic support to implement high quality care and support activities with primary focus on clinical management of HIV/AIDS, Prevention of Mother to Child Transmission of HIV/AIDS, Reproductive Health/Family Planning (RH/FP), TB and integrated medical services at the zonal level.

Provide day to day technical and programmatic support related to Clinical Management of HIV/ AIDS, PMTCT, TB, RH/FP and integrated medical services at the facility level guided by strategies and approaches related to the implementation programs.

With the Senior Technical Officer, coordinate the implementation of components related to clinical management of HIV/AIDS, prevention of mother to child transmission (PMTCT), RH/FP, TB and integrated medical services at the facility level.

Laboratory Scientist

Liaise with the Program Coordinator and the laboratory team at Country Office and the zones to provide technical support and implement high quality laboratory services within the states for FHI Nigeria programs including adherence to relevant professional standards and guidelines, and involvement with laboratory clinical governance issues and audit.

Coordinate and maintain oversight of the day to day operations of all laboratory services at the state level.

Give technical support on the implementation, monitoring and quality assurance of laboratory services for HIV/AIDS, opportunistic (OI) and malaria care and treatment in collaboration with technical staff within FHI at state and local agencies in Nigeria.

Nurse

Provide technical assistance to key stakeholders in the state ministry of health (SMOH) and local government area (LGA) in the design, implementation, and evaluation of the community component of the management of integrated HIV/AIDS, Sexual and Reproductive Health, TB, Malaria and other diseases control activities. S/he will also ensure that appropriate linkages of the community activities to the facility based activities are maintained.

Strengthen community involvement and participation in community-based activities of HIV/AIDS, Sexual and Reproductive Health, TB, Malaria and other programs through engagement of the LGA health authorities, traditional and religious leaders, and other community gatekeepers.

Transfer appropriate skills to community health workers, community volunteers, traditional birth attendants (TBAs), People Living witHIV (PLWH) as well as those affected by other health conditions and families on strategic behavior change and communication (SBCC), prevention, Orphans and Vulnerable Children (OVC), care and support.
