GBV Program Manager

PROGRAM BACKGROUND International Medical Corps first received funding in 2010 to launch two GBV programs in North and South Kivu: the Care Access Safety and Equality (CASE) program, designed to provide support and multi-sectoral response to survivors of GBV, and the Bienvenue aux Changements dans la Communauté (BCC) program, designed to prevent GBV through behavior change communication and community mobilization.

JOB SUMMARY The primary function of the CASE/BCC Program Manager is to build the technical capacity of staff teams to effectively implement two USAID-funded GBV programs: one focused on multi-sectoral response for GBV survivors ( CASE) ; the other focused on behavior change communication and community mobilization ( BCC)

ESSENTIAL RESPONSIBILITIES 1. Program Management/Integration • Plan with the Senior GBV Advisor, BCC Advisor and Chief of Party to meet program goals and to determine operational needs • Work closely with the Senior GBV Advisor and BCC Advisor to ensure technical quality of programs • Work closely with local counterparts to ensure community buy-in and cultural appropriateness of all activities • Oversee case management and referral systems • Manage and share GBV case information in line with guiding principles, survivor wishes and security considerations • Oversee preparation of community-level BCC interventions (such as sensitization and group sessions) to ensure technical quality • Review BCC interventions to ensure quality and to support staff in developing needs-based future interventions • Support team in developing and delivering appropriate trainings to meet identified demands • In coordination with M&E and Technical Advisors, analyze trends of GBV and develop/adjust program strategies to meet needs • In coordination with M&E and Technical Advisors, conduct assessments and contribute to production of proposals • Compile monthly and quarterly reports, on time and with accurate data • Maintain flexibility to take on added responsibility as and when needed

Coordination between CASE and BCC • Assist staff to identify areas of collaboration between response (CASE) and prevention (BCC) • Ensure staffs from both CASE and BCC develop joint action plans. • Review and analyze CASE data to identify areas requiring BCC intervention

Networking and coordination • Coordinate with local and international NGOs, UN agencies, government representatives and other stakeholders to ensure coordinated approaches to GBV prevention and response • Assist staff to assess and identify local partners in each area supported by the program • Represent the organization and programs with partners and at meetings as appropriate • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct

HR Management & Staff Support • Assist in the selection and training of qualified program staff and recommend promotions, disciplinary action and termination of staff in consultation with Management • Supervise and mentor staff to ensure their smooth and effective operations • Develop support strategies for GBV staff and introduce principles of self care • Maintain open lines of communications with all field staff and Bukavu/Goma-based managers

Training/ Capacity Building • Conduct a capacity assessment and develop capacity building plans for CASE and BCC staff • Train senior national staff to increase their responsibilities, build capacity and ensure sustainability of programs • Train staff to become leaders of GBV prevention and response. Depending on skill sets and required roles, trainings may include: BCC, community mobilization, gender, guiding principles of addressing GBV, GBV case management, counseling skills, compassionate care, BCC, facilitation skills, mobilization, program cycle management, etc. • Consolidate and review GBV and Community Mobilization training manuals and resources for use by staff teams • Assist program staff to conduct trainings on GBV prevention and response for local organizations and women’s associations • Contribute to the development of training, facilitation, IEC materials and other communications tools

Financial Management • Ensure planned program activities and related expenditures for the site are executed in a timely manner • Ensure staff submit monthly cash projections

Working Relationships • Maintain frequent communication with Senior GBV Advisor and Senior BCC Advisor. • Maintain positive working relations with other IMC departments and programs • Interface with government and external agencies as necessary

Security • Ensure application and compliance of security protocols and policies • Consider security implications of all program activities, reviewing all new initiatives with national staff and community leaders

QUALIFICATIONS • Master’s degree in Social Work, Communications, Public Health, International Development or other relevant field of study or University degree with equivalent work experience • Two to three years experience in GBV program design and implementation, of which at least one year is in developing countries • Proven knowledge and experience in developing and implementing community mobilization projects • Proven experience in developing and delivering training and of group facilitation • Experience of BCC programming desired • Supervisory experience • Demonstrated respect for guiding principles of GBV prevention and response work, including application of the principle of confidentiality • Profound cross-cultural awareness • Ability to exercise sound judgment and make decisions independently • Ability to remain flexible and to cope with stressful situations and frustrations • Ability to work well with a team, to relate to and motivate national staff effectively • Creativity and the ability to work with limited resources • Strong communication skills, both oral and written • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus LANGUAGES • Ability to read, write, analyze and interpret technical and non-technical information in the English language. • Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, government representatives and others • Ability to speak French language required; ability to speak Swahili an advantage
