The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating poverty and hunger in rural areas in developing countries. It does so by financing projects and programmes that increase agricultural productivity and raise rural incomes, and by advocating at the local, national and international level for policies that enable poor rural people to overcome poverty.




Divisional context

The Human Resources Division is part of the Corporate Services Department of IFAD. Its stated objective is to be a professional strategic partner, a responsive service provider and a credible, trusted adviser to the workforce, its representatives and the leadership of IFAD.




Duties and responsibilities

The HR Management Advisor assists the Director in defining the Division's objectives and activities, setting work priorities and ensuring the success of the day - to - day work program of the Division. The Advisor also has the lead responsibility for HR policy development, designing and implementing improved HR processes, and leading the further identification and implementation of components of the HR Reform Agenda. The Advisor assumes responsibility for the direction of the Division in the Director's absence.

The Advisor will be required to:

At the delegation of the Director, carry out the day-to-day high level supervision and management of Division: staff, policy and program, service delivery and budget. Oversee the development, design, and continuous improvement of the full range of HR functions, policies, processes, and systems.
Together with the Director, contribute to ongoing efforts to refocus and modernize IFAD's HR management policies, practices and procedures. Lead efforts to align HRD's operations and structure to changing institutional needs.
Develop relationships and work closely with senior IFAD managers to further the HR agenda and implement policies, programs and services.
Together with the Director, liaise with the Ethics Officer and other senior managers.
Supervise the three Unit managers responsible for HR Business Partners, Organization and Staff Development, and Benefits and HR Systems, with special focus on the Organization and Staff Development function, and ensure that programs and services are coordinated and consistently delivered to clients.
Ensure that the full portfolio of operations and staff relations services are delivered successfully, especially in the context of continuing organizational reviews, and new programs and services are developed.
Manage the HRD communications efforts (including the HR intranet presence) and review and clear HR communications, briefings and presentations.
Ensure that HR Network, ICSC and other UN communications that may have an impact on HR policy or practices are circulated and commented on or actioned by appropriate staff.
Provide guidance regarding the management of staff relations or performance management cases that are escalated to the Front Office.
Provide guidance and coaching to all HR staff for their development to enhance knowledge and skills.
Performs other related duties as required.



Education and Experience

The successful candidate should possess:

A post-graduate master's degree or equivalent, preferably in HR Management, Public and Business Administration, Industrial Psychology, Social Science, Economics, Law or other related fields.
A proven track record at a senior level in managing complex human resources operations or portfolios of work in changing environments in multilateral organizations, government, or private sector, including at least 10 years of progressively responsible experience (at least four of which are at the international level). Experience in successfully managing staff development activities would be desirable.
Successful experience of working in a multicultural work environment.
Proven track record in formulating policy, developing and implementing new strategies, processes and systems, and examining and re-engineering operations and procedures.
Demonstrated experience in working across departments in organizations at both a strategic and a tactical level.

A demonstrated ability to effectively manage multiple priorities and stakeholders.
Strong analytical and critical thinking skills. Sound judgment and decision making ability, including an ability to identify potential problems and provide proactive solutions.
Excellent leadership and people management skills. Strong interpersonal skills, including the ability to deal effectively with staff at all levels.



Communication

Excellent written and oral skills in English required, including the ability to set out a coherent argument in presentations and group interactions.
Limited knowledge (intermediate level) of a second IFAD language (Arabic, French or Spanish) is desirable.
