Lecturer Assistant – Legal Training for PDHJ Jurists

UNDP together with OHCHR is engaged in a long term capacity development Project of the Provedoria for Human Rights and Justice. The Provedoria for Human Rights and Justice (PDHJ) is the national human rights institution (NHRI) of Timor-Leste. Its mandate is “to combat corruption and influence peddling, prevent maladministration and protect and promote human rights and fundamental freedoms of natural and legal persons throughout the national territory.” (Article 5, Law 2004/7 on the establishment of the PDHJ). The PDHJ main office is in Dili and regional offices have recently been opened in Oecussie, Baucau, Maliana and Maubisse. Building upon the existing human rights knowledge and skills which have been developed through the implementation of the UNDP-OHCHR Capacity Building Project for the Provedoria (2007-2009), the current Project (2010-2014) continues to strengthen the PDHJ’s human rights mandate, the department of public assistance, the four new PDHJ regional offices and the development of the PDHJ’s legal capacity. The project also provides support to the PDHJ institutional planning and management which is seen as crucial to the effective fulfillment of the human rights mandate. The development of the legal capacity of the PDHJ is based on medium term training, where staff of the newly established legal advisory services of the PDHJ are participating in a 1.5 years full time training programme (1 year general course and half a year specialization course) under the auspices of the Legal Training Centre. The first year of the programme was a joint effort of different State institutions which have specialized legal advisory services, namely the National Parliament, Office of the President, Ministry of Justice and the PDHJ. The second phase of the training is to be undertaken in each institution and the specialization is to reflect the specific institutional mandate. After completing the 1.5 years training, PDHJ national legal advisers will have their gained knowledge and skills completed with a one year mentoring support.

Duties and Responsibilities

  • Design and deliver lectures related to legal research skills (including national, international and comparative law jurisprudence, laws and doctrine);
  • Develop materials for the legal research skills subjects, including guidance for legal research methods and tools;
  • Provide tutoring support to PDHJ legal advisers in areas of the specialization course and/or review of specific aspects of the general course, including running sessions to further the knowledge on certain subjects, providing clarification to legal advisers, supporting advisers in preparing course tasks, preparing detailed answers to exercises to support the knowledge process, etc.
  • Provide other type of support for the specialization course, including development and delivery of case studies sessions, writing of specific legal materials, scoring of tests, individual reports, etc.
  • Lead the initial process of ensuring that the PDHJ library has Timor-Leste Court of Appeal jurisprudence, and development of a strategy for the sustainability of this service;
  • Support the regular assessment of the legal advisers’ progress during the second phase of the training programme;
  • Contribute to the development of the internal systems for the institutional strengthening of the legal advisory department;
  • Provide research and language editing support for the finalization of the fundamental rights textbook;
  • Other duties related to the specialization course at the PDHJ as required by the PDHJ and or Project Manager.

Competencies

  • Capacity to explain complex legal subjects in a simple and systematic manner;
  • Experience in capacity development, including design and delivery of trainings;
  • Experience in working in a University, NHRI or Ombudsman’s Office an advantage;
  • Experience working in post conflict countries or Timor-Leste an advantage;
  • In-depth knowledge of human/fundamental rights and administrative law.

Required Skills and Experience

Education:
  • Masters in Law, with a speciality in human/fundamental rights or administrative law;
  • Bachelors of Law from a civil law country system.
Experience:
  • At least 3 years’ experience in tutoring, lecturing and/or legal research;
  • Experience in writing legal analysis and research documents.
Language Requirements:
  • Fluent in Portuguese and good English Language skills;
  • Tetun language skills is a clear advantage. Compulsory Tetum course on arrival, in case no Tetum skills.
