Liberia Education Project Manager

The post-electoral crisis and violence that followed the second round of the presidential elections of November 2010 in Ivory Coast (IC) led to a massive population displacement within IC and into neighbouring countries, mainly into Liberia. In May 2012, 67,308 Refugees were still in Liberia including 28,268 in the camps and 8,265 in the largest one: PTP. After decades of turmoil, civil conflict, and general and widespread neglect and destruction, the education system in Liberia is crippled, with much of the already inadequate infrastructure destroyed. After the Peace Agreement was signed in 2003, the country was faced with a majority of young people having no schooling or seriously disrupted basic education.

The Youth Education Pack (YEP) was developed to meet the learning needs of war and conflict affected youth, male and female, aged 14 - 25 who, due to displacement and disruption of formal education, have had little or no schooling or training. The primary target group includes both youth from Ivorian refugee camps and the host community. NRC offers a 10-month non-formal education programme, which includes literacy, numeracy and vocational skills as well as essential knowledge to become self sufficient and active members of their community.

Job description ■Implement, develop, coordinate and manage NRC’s education projects in Grand Gedeh and Nimba Counties ■Communicate with and facilitate necessary agreements and understanding from education authorities and relevant education actors ■Work closely with the Education Sector partners and stakeholders in Ministries, UN agencies, Institutions and Non Governmental Organisations ■Identify local partners, assess their capacity to become implementing partners, train, support and monitor them ■Ensure that education activities are in accordance with norms and standards, as well as budget lines and limitations ■Responsible for pedagogical planning, development, implementation and follow-up of the education project ■Be overall responsible for the recruitment of the National Education staff, and identify and train staff as necessary ■Contribute to the development of NRC’s Country strategy, action and activity plan, and priorities in the education sector ■Preparation of reports as required internally by NRC and by relevant donors ■Monitor, evaluate and suggest changes and improvements ■Organize additional training for the staff and Ministry of Education (MoE) officials ■Assess needs for capacity building ■Actively promote the rights of Refugees, be protection and advocacy oriented ■Any other task relevant to the position as requested by the Area Manager or Country Director

Qualifications ■Graduate degree in Education (or related degree) along with relevant experience, preferably in management, international development, business development and/or TVET ■5 years operational experience within management and programme development(with a focus on Education and Livelihoods) ■Significant Experienced field worker in humanitarian crisis context ■Experience in administration, finance, logistic and personnel management ■Solid experience and proven track record in development of proposals and budgets ■Experience working with refugee/IDP related emergencies an asset ■Experience in strategic thinking and planning skills ■Experience in Training and curriculum development ■Strong Entrepreneurship Skills, knowledge and experience working in the field of Technical and Vocational Education and Training (TVET) ■Proven leadership skills ■Fluency in English is required, and proficiency in French language an asset ■A thorough understanding of protection issues and experience with implementation of protection based projects ■Proven skills and experience in report writing ■Computer skills – MS Office ■Awareness and understanding of the Interagency Network for Education in Emergencies (INEE) and the Minimum Standards for Education: Preparedness, Response and Recovery along with additional tools and resources developed by the network
