Background and objectives:

Within MSF, the Finance Department aims to ensure that the resources committed make a successful contribution towards the implementation of operational objectives.

MSF’s financial autonomy depends heavily on the trust of donors, which is why the Finance Department aims to ensure optimal use of financial resources.

Within the Finance Department, Management Controlling analyses the performance of activities in order to optimise their management. In this respect, the Management Controller essentially has to apply knowledge tools to costs, activities and results, enabling an improvement in the relationship between resources committed and results achieved.

Mission:

  • Under the direct supervision of the Finance Director, the Management Controller ensures that resources are obtained and deployed efficiently and effectively in order to achieve the organisation’s objectives;
  • He/she is responsible for central management controlling and supports the field operational management controlling activities (responsibility for the Operational Finance Coordinator, Financial officers (“Finoffs”) and Financial coordinators (“Fincos”). He/she is a key link in the financial information management chain and implements the tools and processes required for the provision of relevant information to enable strategic decisions to be taken;
  • His/her mission is to carry out economic and financial analyses, to assess the appropriateness of current processes and to put forward procedures as part of a policy in order to optimise the use of financial resources;
  • The Management Controller creates tools (KPIs, scoreboards) to support and improve the management of activities;
  • He/she draws up reports, passes on information to the Finance Management and defines solutions to overcome difficulties encountered.

Job profile:

Assists strategic decision-making through supervising the production of relevant financial information

The Management Controller assists the Finance Director with the management of financial information. He/she ensures that tools and processes are appropriate and adequately followed to enable the management to take strategic decisions.

  • To achieve this, he/she implements tools enabling the reporting and analysis of information;
  • He/she ensures the implementation of management planning tools and processes and controls their use;
  • He/she produces timely reports which meet the specific requirements of the Finance Director or the Management.

Set-up of cost controlling

Under the authority of the Finance Director, the Management Controller contributes to cost controlling. He/she sets up tools, processes and policies enabling follow-up at headquarters level and provides support to cost controlling of the missions which falls under the responsibility of the Operational Finance Coordinator, Finoffs and Fincos.

  • The Management Controller is responsible for the follow-up and analysis of costs (headquarters and missions) and, under the supervision of the Finance Director, he/she puts forward strategies to reduce them;
  • He/she supports the Operational Finance Coordinator in defining developing and supervising the implementation of control tools for the missions, enabling the reporting of relevant information and its analysis;
  • He/she carries out transversal analyses, identifies the most efficient processes and makes proposals on their generalisation;
  • He/she supports operations in the management of activities, in particular through the implementation of KPIs and procedures aimed at cost optimisation;
  • He/she verifies that the procedures adopted are applied and followed up.

Set up processes and policies and check their application

  • He/she identifies the needs for implementing and/or improving processes and policies to ensure good management;
  • He/she develops a plan to review the current HQ processes and policies in order to ensure best practices.

Drawing-up of indicators and scoreboards

  • The Management Controller produces monthly reporting and optimises the management information systems to enable the Finance Management to take strategic decisions on a sound basis;
  • He/she ensures that the tools implemented are best suited to the structure of the organisation and its environment;
  • He/she develops transversal controlling and reporting tools (HQ + missions).

Personal profile:

  • Degree in economics/finance;
  • Professional experience in a similar position of 2 to 5 years;
  • Good organisational skills and a rigorous approach;
  • Strong communication skills at various levels;
  • Strong ability to adapt and to demonstrate initiative;
  • Excellent knowledge of Excel;
  • French and English required, Dutch is a plus.

Conditions:

Long term position, based in Brussels.
