Media Officer , Ghana

Coffey International Development is currently managing Strengthening Transparency Accountability and Responsiveness in Ghana (STAR-Ghana), a multi-donor fund programme which addresses the need to increase civil society and parliamentary influence in Ghana to foster better governance of public goods and services. In doing so, it aims to develop efficient and transparent mechanisms which can link civil society with and to the actions of government, traditional authorities, and private enterprise.
According to the STAR-Ghana logical framework, the overall goal of the programme is “to increase the accountability and responsiveness of government, traditional authorities and private enterprises to Ghanaian citizens”. Its purpose is “to increase the influence of civil society organisations (CSOs) and Parliament in the governance of public goods and service delivery”.

Purpose of the Position
The Media Officer is responsible for the implementation of the Media strategy and operational plan; working with media organisations and CSOs that are engaging with and working with the media as part of their STAR supported projects.
Key Responsibilities / Accountabilities
Working with the Results Manager and with other members of the Results Unit Team, the Media Officer’s tasks are as follows:
Media Strategy
  • Review, revise and update STAR-Ghana Media Strategy and ensure that the strategy is in line with project objectives;
  • Implement the Media Strategy and make operational adjustments as needed; and
  • Incorporate a gender perspective into the Media Strategy.
Media Operational Plan
  • Develop and implement the Media Operational Plan;
  • Manage and oversee the Media results framework and reporting, including coordinating and monitoring the implementation of funded project and other related activities within the media cluster of projects; providing feedback to media GPs on their progress reports, collating results across GPs and Logframe indicators;
  • Lead and coordinate work with the Quality Assurers for the Media workstream;
  • Set up and manage a help line for all Media GPs to allow them to raise specific queries;
  • Develop a database of reports identifying topical areas around Media;
  • Support the Results team to collate and disseminate lessons and good practices from media projects supported by STAR-Ghana; and
  • Facilitate linkages between CSOs and the Media in consultation with PMT Thematic Results Team.
Training
  • Liaise with the STAR-Ghana Media Technical Advisor and the Civil Society Support Team to support the capacity development of Media GPs and CSOs; and
  • Design and implement capacity building programme for the Media, including developing STAR-Ghana’s training concept and direction for the media.
Grants
  • Support the Civil Society Support Team throughout the grant making process for Media projects, including assessing proposals submitted under the Media Funding Window for the consideration of the Grants-Sub Committee and feeding back to applicants following the decisions of the Sub-Committee.
Other Duties
  • As part of the Results Team, participate actively in the development and implementation of team plans and events;
  • Support the work of the STAR Communications Team as required and requested; and
  • Carry out any other duties as may be required for effective delivery of STAR.
Special Requirements
  • Some travel and out of hours work may be required.
Knowledge, Education and Experience
The candidate will be a Ghanaian national, with a university degree in Journalism, Public Relations, Media Relations and/or Mass Communications or a university degree in a social science discipline with a postgraduate qualification in Journalism/Media Relations or Mass Communications. The candidate will ideally have previous work experience in the development sector, in particular with development partners such as DFID.
Experience working with major civil society organisations (local and international) would also be an advantage.
The candidate will meet the following requirements:
  • Master’s degree in a relevant field (international development or related fields); combined with a minimum of 5 years of relevant experience;
  • Experience working in advocacy with Civil Society Organisations (CSOs) in Ghana and/or abroad;
  • Specific experience of working with the media to engage them in accountability and transparency activities;
  • Experience of planning and delivering media related training;
  • Demonstrable evidence of existing networks with the media in Ghana.
  • Experience working with donor regulations, information analysis and report writing;
  • Excellent relationship-building and communication skills: ability to work collegially with a diverse range of stakeholders in a culturally sensitive manner, including donors, media grant partners and CSOs;
  • interface with both internal and external stakeholders in a culturally sensitive manner;
  • Strong analytical, organisational and problem solving skills;
  • Ability to work effectively within a team, including peers and senior managers; yet is also able to work individually with limited supervision.
