Monitoring and Evaluation Specialist, Resiliency - Ghana

Project Summary:
Resiliency in Northern Ghana (RING) is an integrated project and partnership effort under USAID’s Feed the Future (FtF) Initiative designed to contribute to Government of Ghana (GoG) efforts to sustainably reduce poverty and improve the nutritional status of vulnerable populations. The purpose of the RING project is to improve the livelihood and nutritional status of vulnerable households in targeted communities of twelve Districts in Northern Region. The project components aim to increase resiliency in Northern Region by increasing income diversification and smoothing income and consumption through increasing access to credit. Further, the economic growth and agriculture activities will be complemented by social mobilization and health education messages, which strive to improve nutritional status among women and children.

Position Summary: The Monitoring and Evaluation Specialist position will be a senior-level position which will lead all M&E activities for the RING Contract and will closely collaborate with all other partners involved in RING M&E.

The Monitoring and Evaluation Specialist position will be based in Tamale, Ghana and is full-time. The project is expected to begin in late 2012 and will run for a three-year period, with a possible two year extension period. This is a “key personnel” position, requiring approval by USAID. The Monitoring and Evaluation Specialist will make operational decisions and manage the various components of RING dealing with M&E, will oversee data collection efforts and ensure both the Performance Management Plan (PMP) and results reporting meet the requirements of the FtF initiative. He/she will ensure that these and other program components are results-oriented. The incumbent will have a major focus on achieving results in all areas assuring that counterparts as well as subcontractors and sub-grantees are delivering services and results on schedule. The incumbent may be designated to serve as the Deputy Chief of party.

Specific responsibilities include: • Work with the Chief of Party, Senior Management Systems Advisor, Livelihoods/Agriculture Specialist, and Nutrition/Public Health Specialist to demonstrate expertise and experience in working directly with host country governments, especially at decentralized levels, in the areas of agriculture, agricultural livelihoods, nutrition, hygiene and sanitation, local capacity development; • Make operational decisions and manage the various components of the program dealing with M&E; • Oversee data collection efforts and ensure both the PMP and results reporting meet the requirements of the Feed the Future initiative and ensure that these and other program components are results-oriented; • Have a\a major focus on achieving results in all areas assuring that counterparts, as well as any subcontractors and sub-grantees are poised to deliver services on schedule.

Qualifications: • A Master Degree or equivalent in business administration or related area of study or equivalent work experience; • Specialized training in M&E is required; • Seven (7) years or more of progressively responsible work experience in managing the M&E needs of a complex project of similar size; • At least 5 years of monitoring and evaluation work at the supervisory level • Significant coordination skills, broad general and technical knowledge, an ability to cope with multiple interests and challenges, experience in developing countries, and skills to ensure coherence and consistency in spite of urgent deadlines; • Must be willing and able to travel throughout Northern Ghana; • Fluency in English required.
