National Project Coordinator, Coastal Project

With finance provided through the Climate Change Adaptation Least Developed Countries’ Fund window (LDCF), the GEF has approved a project for Liberia titled “Enhancing resilience to climate change impacts in coastal Liberia”.
The project seeks to increase resilience and enhance adaptive capacity to address the additional risks posed by climate change in the coastal regions in Liberia, which will be achieved through three components:
Component 1: Capacity Development
  • Relevant national coastal and land use and other policies introduced and/or revised on the basis of climate change scenario planning and impacts economic assessments.
  • National awareness building and training programmes to enable decision makers and stakeholders to understand and manage climate change related coastal risks.
  • Cost-effective standards to manage climate change risks integrated into ICZM and coastal development policies/programs. Master Plan for urban coastal cities (Monrovia and Buchanan), zoning regulations and land-use plans reviewed and amended to incorporate climate risk management needs cost.
  • Use plans reviewed and amended to incorporate climate risk management needs.
  • Proposal for revising national sectoral budgets to address climate change threats in coastal zones (based on thorough economic valuation of impacts) developed.
Component 2: Pilot and demonstration investments
  • An environmentally-friendly and cost-effective breakwater system for three demo sites in Monrovia, Buchanan and Robertsport coastal areas (with co-financing).
  • Soft systems to reduce beach erosion induced by SLR implemented in selected coastal areas (Monrovia or Buchanan).
  • Mangroves systems and coastal natural ‘’buffer zones’’ restored and maintained to withstand climate-induced pressures).
  • Early warning system for informing national planners and coastal communities on climate change-related coastal risks established (with co-financing).
  • A strategic framework developed for climate-resilient alternative livelihood options in selected priority areas (to be refined during PPG).
Component 3: Knowledge management, dissemination of lessons learned and best practices
  • Toolkits, knowledge products and guidance materials on climate-resilient coastal development and dissemination to key agencies, municipalities and local communities.
  • National information dissemination workshops aimed at sectoral planners and policy makers.
  • Project website developed as a knowledge platform.
  • Project lessons prepared for dissemination through the Adaptation Learning Mechanism.

The project which is expected to run for four years, from 2011 to 2014 and has been budgeted for $3.3 million in LDCF funding and $3.0 million in co-financing to be mobilized. It is a key vehicle for implementing adaptation priorities identified in the National Adaptation Programme of Action (NAPA). Liberia’s NAPA was submitted to the UNFCCC Secretariat in July 2007.

Duties and Responsibilities

Under the overall supervision of the Assistant Resident Representative (Pro-Poor Pillar) and under the direct supervision of the Programme Specialist of Energy and Environment, the National Project Director will be responsible for the overall management of the project to ensure that the project achieves its stated goals and objectives and all deadlines are met as stated in the project document.
More specifically, the National Project Coordinator will be entrusted with the following tasks:
Project Coordinator Unit management and planning:
  1. Assumes operational management of the project in consistency with the project document and UNDP policies and procedures;
  2. Oversees preparation and updates of the project work plan as required; and formally submits updates to UNDP and reports on work plan progress to the NPD and UNDP as requested but at least quarterly;
  3. Oversees the mobilization of project inputs under the responsibility of the UNDP;
  4. Ensures that appropriate accounting records are kept, and financial procedures for DEX are followed, and facilitates and cooperates with audit processes at all times as required;
  5. Ensures all reports are prepared in a timely manner;
  6. Assist in the finalization of TORs and the identification and selection of national consultants;
  7. Assists in the planning and design of all project activities, through the quarterly planning process and the preparations of TOR and Activity Descriptions;
  8. Supervises the project staff and consultants assigned to project;
  9. Throughout the project, when necessary, provides advice and guidance to the national consultants, to the international experts and to project partners;
Partnerships
  1. Oversees development and implementation of communications strategy;
  2. Oversees development and implementation of the M&E monitoring system;
  3. Builds working relationships with national and international partners in this sector.
Policy
  1. Oversees the recruitment of all consultants and sub-contractors and ensures that their work is focused on policy development;
  2. Advises on how to disseminate the project findings, notably to governmental departments;
  3. Assists on the dissemination of project findings, notably to governmental departments and internationally;
  4. Ensures the coordination of project policy oriented work with related work of partners;
  5. Helps establish a regular policy dialogue mechanism on adapting to climate change.
Technical:
  • The National Project Coordinator will have nationally renowned expertise in at least one of the following fields: Rural development; Coastal zone management or climate change forecasting and impact forecasting.
The National Project Coordinator will undertake frequent field visits to project demonstration sites in three counties in Liberia.

Required Skills and Experience

Education:

  • Master’s degree in a relevant field (e.g. coastal management, economics, regional science/planning, climatology among others), but with consistent professional specialization in climate change adaptation issues from a developmental point of view.
Experience:
  • Two to three years of proven experience in the mentioned field;
  • Demonstrated track record of project management;
  • Experience in the development, management and implementation of GEF project is a plus
Language:
  • Proficiency in English
