OXFAM PURPOSE: To work with others to overcome poverty and suffering.

JOB PURPOSE:

This is a pivotal role with significant influence in the region. This post holder will work to represent and manage Oxfam GB’s policy, advocacy, campaigning and programme work in the Russia Federation. They will also work with other organisations to influence institutions and media in line with Oxfam’s policy, with management responsibility for an Oxfam International advocacy post.

Programme Coordinator, Policy Officer, Oxfam International Advocacy Officer, Social Development Officer, Small Business Development Officer, Admin HR Officer, Finance Manager, Finance Assistant, Driver/Logistician, Programme Technical Assistant.

BUDGET RESPONSIBILITY:

Up to £1,120,00 per annum, to be defined in line with programme development and Oxfam’s response to potential humanitarian needs.

DIMENSIONS:

  • Required to develop long-term vision and action planning to achieve significant impact on own programme unit/region and Oxfam’s ability to change policy and practice in the external world;
  • Representing Oxfam corporately and managing and influencing significant external relationships in a specific programme unit;
  • Help shape organisational and divisional objectives in a specific programme unit or team/region;
  • Set and deliver specified programme unit and/or team objectives;
  • Produce, assimilate, analyse and use programme information from varied and diverse sources to provide in-depth analysis in the specific programme unit or policy area;
  • Decision-making is strategic and operational with judgement based on specific problem solving experience and a range of external and internal factors;
  • Problems are diverse and complex and addressed normally within organisational parameters;
  • Plan and manage human and financial resources and processes related to specific programme unit and/or area of expertise.

KEY RESPONSIBILITIES:

Programme development

  • Deliver demonstrable impact through direct action and develop and apply advocacy and campaigning strategies based on programme experience and outcomes in order to bring about policy and practice changes relating to Oxfam GB’s regional aims;
  • Lead and manage fund raising strategies and activities for the country office;
  • Recommend and approve Oxfam grants within agreed strategic priorities;
  • Ensure plans are developed to respond to potential humanitarian crisis and keep the Regional Management Centre informed of humanitarian situations;
  • Work with other Oxfams, in line with OGB direction and OI Regional Strategy Team on all aspects of programme work;
  • Ensure that gender equity and civilian protection are reflected in all aspects of Oxfam’s work.

Representation, learning and communication

  • Develop good relationships for Oxfam with Oxfam International, donors, official authorities and other agencies, ensure that Oxfam complies with the relevant legislation, and that Oxfam activities are understood and publicised;
  • Identify and conduct impact assessment initiatives and ensure effective communications about programme impact with stakeholders within and outside Oxfam;
  • Contribute to wider programme learning and regional communications, including human-interest stories that illustrate campaign priorities, keeping informed and informing the RC about relevant programme issues in the Region.

Programme management

  • Manage Oxfam staff effectively, including performance management, delegating authority where appropriate and ensuring that staff are given opportunities and training for development;
  • Prepare budgets for all activities and keep costs within budget, providing a monthly financial summary to the Regional Management Centre and quarterly analysis of trends;
  • Manage risks to Oxfam in the Russian Federation and monitor administration and logistical systems and procedures including effective staff security procedures and draw up special security guidelines in the event of serious security risk;
  • Provide regular, consistently high quality reports programme and projects, ensuring that proper monitoring is included in all work.

KEY COMPETENCIES:

  • Proven ability to work innovatively, creatively and effectively with limited direct supervision;
  • Substantive experience of advocacy work; influencing government donors and other organisations;
  • Excellent networking, interpersonal and communications skills;
  • Flexibility, stamina and proven ability to work under stress/difficult circumstances;
  • A mature understanding of relevant issues derived from extensive field experience in relief and development with an organisation similar to Oxfam preferably in CIS;
  • Substantial, demonstrable experience of managing programmes, people and budgets with a good understanding of team development;
  • Substantial knowledge of Commonwealth of Independent States in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the area;
  • Proven analytical skills and ability to think strategically, including the ability to think beyond the country programme context and to act within a regional framework;
  • Competence for work on aspects of protection and human security and ability to link humanitarian response to longer-term development goals, especially in terms of livelihoods and conflict beyond the initial relief needs;
  • An active commitment to promoting gender equity and the interests of marginalized people in all aspects of Oxfam GB’s work;
  • Proven financial management skills.

1. Fluency in spoken and written English. Fluency in Russian is a clear advantage.
2. First degree or equivalent in a relevant discipline (preferably economics, politics, sociology, humanities) or substantial experience.
