Training and Technical Assistance Program, International Budget Partnership

The International Budget Partnership (IBP) is based at the Center for Budget and Policy Priorities in Washington, DC. The IBP provides a range of services to help civil society organizations analyze and influence public budgets in developing and transition countries. The IBP is seeking a Program Officer for its Training and Technical Assistance Program to contribute to the conceptualization, development, publication, and delivery of the IBP’s training and training-related materials and activities. In fulfilling these responsibilities, the Program Officer will play a critical role in a core part of the IBP’s efforts to support civil society organizations’ capacity to engage effectively in work to improve budget policies and processes. The Program Officer will report to the Manager of the Training and Technical Assistance Program.

Responsibilities

• Lead in facilitating the acquisition of skills and knowledge by international NGOs, including collaborating with INGOs on formulating their own capacity-building strategy and conceptualizing and designing materials.

• Lead in developing curriculum and planning for IBP efforts to collaborate with partners in building sustainable organizations, including impact planning and organizational development.

• Develop and formulate appropriate strategies for strengthening civil society capacities for effective budget monitoring and advocacy.

• Coordinate the development of relevant curricula, including materials for training courses that have been agreed on and scheduled for delivery. Typically, these training materials will include: training course modules, facilitators manuals, participants workbooks, and training aids, such as handouts, worksheets, and exercises.

• Contribute to the IBPs programs’ efforts to facilitate the acquisition of partners’ knowledge and skills for impact.

• Organize the different contributions of other training program and IBP colleagues for the development of training materials.

• Review, update, and otherwise revise existing training materials for courses that already are offered regularly.

• Facilitate and advise civil society groups in developing curriculum and materials to support capacity building and impact.

• Contribute to the technical assistance the IBP provides to its partners and other civil society groups.

• Lead in consolidating assigned contributions to drafts of training materials being developed and sharing these for comment and revisions, as required.

• Lead in the finalization of curricula for editing and publication.
• Ensure that all training materials are available to the right audiences in the right formats at the right time.

• Apply knowledge of and experience in the fields of training and facilitation, curriculum and materials development, and budget advocacy to the impact planning work that the IBP supports.

• Apply knowledge of adult education and learning toward building civil society capacity for budget advocacy and public finance management in order to realize the objectives of the training and TA support that IBP provides.

Skills and requirements

• Minimum of 7 years of working with international nongovernmental organizations
• Minimum of 7 years of experience in building sustainable institutions for impact

• Extensive experience in adult education and knowledge of the basic principles of adult education and learning

• Extensive experience in curriculum and materials development for civil society, and supporting and advising civil society in curriculum and materials development

• Minimum of 5 years of experience in civil society budget work, public finance management, or a related field (desirable)Master’s degree in Social Science, Public Policy, or equivalent qualification in a relevant field

• English fluency is essential; intermediate proficiency in French and/or Arabic desirable
• The position demands a high level of independence, creativity and initiative.
• The ability to work effectively as part of a team.
• The ability to lead a team.
• Extensive travel required.
