Remuneration:
Basic annual salary starting from 134 700 Swiss Frs. (CHF)

The Global Fund is a foundation established under the laws of Switzerland enjoying certain privileges and immunities in Switzerland pursuant to a Headquarters Agreement concluded between the Swiss Federal Council and the Global Fund on 13 December 2004. Salary and allowances are tax-free subject to the Global Fund tax equalisation policy.

Role Summary:
With a focus on high impact countries, the Specialist, CSS and Civil Society will work closely with Senior disease advisors and the Manager, TPA to integrate recommendations on CSS and Civil society issues into technical advice provided by the TPA team to inform grant implementation and reprogramming. He/She will also participate in the development of Global Fund strategies and policies on Civil Society.

Responsibilities:

1. Leverage skills, knowledge and experience of Civil society organizations to support implementation of Global Fund-financed programs:
o Identify implementation gaps, problem areas and bottlenecks;
o Facilitate and identify technical support needs for Civil society implementers with an emphasis on sourcing in-country support providers;
o Working with other members of the TPA team, integrate recommendations on CSS and Civil society issues into technical advice provided by the TPA team to inform grant implementation and reprogramming;

2. Develop and enhance partnerships with CS organizations:
o Develop strong and effective working relationships with CS organisations at regional and global levels;
o Develop strong working relationships with networks particularly those from vulnerable populations.

3. Participate in the development and implementation of Global Fund strategies and policies on CS.

Qualifications:
Essential:
Advanced university degree in public health, public policy, development studies or other relevant area or equivalent professional training or self-study/work experience.

Experience:
Essential:
• Several years of experience working in projects or initiatives involving multiple stakeholder groups, including non-governmental organizations;
• Experience working in developing country contexts;
• Demonstrable knowledge of development and/or global health issues.
Desirable:
• Knowledge of HIV/AIDS, TB and Malaria;
• Experience working for or in an NGO;
• Good understanding of issues and NGO environment in a region;
• Knowledge of Global Fund and its policies, processes and its governance structure.

Languages:
An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages would be an asset.

About the Global Fund
Since its creation in 2002, the Global Fund has become the main financier of programs to fight AIDS, TB and malaria, with approved funding of US$ 22.6 billion for more than 1,000 programs in 150 countries (as of 1 December 2011). To date, programs supported by the Global Fund are providing AIDS treatment for 3.3 million people, anti-tuberculosis treatment for 8.6 million people and 230 million insecticide-treated nets for the prevention of malaria.

The Global Fund works in close collaboration with other bilateral and multilateral organizations to supplement existing efforts in dealing with the three diseases.
