Application Management Services: Provide complete operations services for application management, custom development, and business process outsourcing for clients. Develop the post implementation go-live support environment, construct the transition plan from the project team to the support team, and support and maintain the client applications and technology infrastructure

Contingent Workforce Services (CWS) is an integral component of Deloitte Consulting LLP (DC). The mission of CWS is to provide DC client service engagements with highest quality third party contractor resources at the most competitive prices.

Purpose of the Position:


The main responsibilities of this position surround executing the procurement and deployment process for third-party contractor resources that will be on client billable engagements.


This position is located in Pittsburgh, PA. No relocation assistance will be provided.

Specific Functions:
  • Evaluate resource requests to qualify appropriateness for contractor sourcing by ensuring all internal options have been exhausted.
  • Be part of a team that procures qualified contractors for DC projects.
    • Translate resource requests into clear requirement specifications (REQs)
    • Manage online resource auctions using the CWS Portal.
    • Screen candidates according to REQ requirements and DC policies and procedures resumes according to REQ specifications.
    • Facilitate and schedule candidate interviews.
  • Facilitate contractor deployment process.
    • Negotiate rates.
    • Generate legal documents, including Work Orders and Nondisclosure Agreements.
  • Enforce DC's centralized policies.
    • Enforce supply chain strategies, policies, and procedures approved by DC leadership.
    • Understand at a high level the US government's independent contractor regulation and facilitate the evaluation and approval/denial process of applicable contractor positions.
    • Understand at a high level the Deloitte US Entities' Independence policies and help facilitate supplier Independence checks.
    • Understand the distinction between contractors and DC employees and educate projects on related policies.
  • Provide customer support/account management.
    • Work with projects to encourage them to forecast upcoming needs allowing CWS to provide optimal service on future resource requirements.
    • Maintain accurate Portal records for DC projects and contractors.
    • Understand market rates and advise projects on the cost of resources based on skillset, duration, location, etc.
  • Resolve contractor-related issues, including contractor delivery problems and payment/timesheet inquiries.
  • Assist DC proposal teams by broadcasting and managing RFIs which result in sample/live contractor candidates and pricing data.
  • Monitor and evaluate performance of suppliers in the standard supply chain and assist in identifying new vendors as needed.
  • Mentor suppliers in the standard supply chain to ensure they are complying with CWS policies and meeting DC's expectations.
  • Build and maintain relationships with Suppliers on both the National Supply Chain and Project Specific levels.





Qualifications:
  • 5+ years experience in a customer service/support role that involves developing and fostering professional relationships with both internal and external customers at various organization levels.
  • 5+ years experience in the recruiting/contractor resource procurement industry, with an ability to screen resumes for technical and functional skills, analyze risk factors, coordinate interviews, negotiate contract terms and conditions, and facilitate the hiring/deployment process.
  • Bachelor's degree preferred
  • Ability to demonstrate an understanding of IT concepts and tools including:
    • General understanding of emerging IT concepts and tools. Must be able to converse with IT professionals (at all levels) regarding skill requirements.
    • General knowledge of the software development lifecycle.
  • Experience with Microsoft Office tools, including Outlook, Word, Excel, and Internet Explorer.
  • Strong prioritization skills, including ability to balance multiple high priority tasks and re-prioritize as needed.
  • Strong organizational skills and attention to detail.
  • Ability to work successfully in a team environment and make a significant contribution toward achieving team goals and objectives.
  • Excellent written and verbal communication skills.
