Background

TREEMAPS stands for: Tracking Reductions in Emissions through Enhanced (carbon) Monitoring and Project Support. Rough estimates of forest cover loss for all of Thailand range from 0.7% to 1% per year. While efforts have been made to establish a permanent forest cover monitoring system, approaches to date are not capable of delivering the resolution or accuracy needed to take advantage of emerging opportunities presented by REDD and associated initiatives.

This project will rapidly generate a cost effective, high resolution (e.g. IPCC Tier 3) forest carbon basemap as the Royal Thai Government’s formal REDD Forest Carbon Inventory and put into place a credible, transparent carbon monitoring system. Capacity-building and the development of a sub-national pilot project design document will contribute to Thailand’s ability to design and benefit from a range of new carbon financing mechanisms and to better understand how co-benefits are identified, measured and monitored. A structured experience-sharing program will ensure that insights from the project contribute to regional uptake of forest carbon conservation and financing mechanisms.

The project is funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, International Climate Initiative (BMU-IKI) and WWF Germany and WWF USA. The project duration is 3 years, from August 2011 until August 2014.

I. Major Function

This is an administrative position, which aims to ensure effective project delivery according to the project’s timeline and budget. The role provides a vital administrative support function to TREEMAPS staff in Bangkok and in the field. As a lead person in organising many of the projects key activities – meetings and workshops the post holder will need strong communication and organisation skills, be willing to travel and take the time to nurture key relationships.

II. Major Responsibilities

1.1 Act as the key focal point for organising TREEMAPS meetings and workshops in Bangkok and provincial locations. This includes selecting venues as well as arranging travel and accommodation for all participants.

1.2 Assist the TREEMAPS senior programme officer and project director in organising regular meetings, distributing agendas, minutes and other relevant documents.

1.3 Support TREEMAPS financial administration requirements. This includes performing all basic financial administration within the project, including petty cash for staff.

1.4 Arrange transport and accommodation for TREEMAPS staff for domestic and international travel for workshops and conferences.

1.5 Assist in purchasing office stationery, furniture and IT equipment.

1.6 Work with the human resources department, to assist expatriate staff and consultants in obtaining the necessary visas and or work permits to comply with Thai Government regulations pertaining to foreign nationals working in Thailand and ensuring that these visas and permits remain up to date.

1.7 Ensure the effective document management of all key project information (both paper and electronic) including establishing and maintaining project files and archives, administration of project closures, and supporting the process of contract closure.

1.8 Work collaboratively with staff from other departments, in particular with the human resources and finance & administration department.

1.8 Cover for the senior programme officer as required and work with the other TREEMAPS staff to smooth out peaks and troughs in work demands.

1.9 Other related duties as delegated by the project director

This JD covers the main tasks and conveys the spirit of the sort of tasks that are

anticipated proactively from employees. Other tasks may be assigned as necessary

according to organizational needs.

III. Working Relationships

a) Internal: Works closely with other staff members of WWF Thailand Programme

Reports to and works under the instruction of the Project Manager

Works with and supports the project team members on programme planning, development, capacity building, representation and funding issues

Regular contact with Program Manager and Finance Manager

b) External: Interacts with government agencies and community organizations

Principle focal point for local partners and counterparts at the project site

IV. Requirements

Knowledge & Experience

· Proven project administrative experience.

· Program administration experience preferably gained within an international NGO or UN context.

· Knowledge and experience in forest carbon, REDD or other environmental issues is not essential, but would be considered an advantage.

· High levels of computer literacy, preferably with Microsoft Office.

Skills & Personal Attributes

· Education requirements:Diploma in administration.

· Appropriate work experience will be considered in lieu of appropriate educational qualifications.


Essential skills are required in the following areas

· 2 years or more experience in a similar position.

· Demonstrated high-level written and oral communication skills in Thai language.

· At least a basic level of written and oral communication skills in English.

· Excellent interpersonal skills and ability to forge solid working relations.

· High level planning and organisational skills.

Salary Range: 26,753 – 39,560 B. per month (Gross) depends on qualification,

experience and competencies.
