Advisor - IMT Strategy, Partnership and Outreach

Innovation and partnership bond the five institutions of the World Bank Group (WBG): the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA), which together form the World Bank; the International Finance Corporation (IFC); the Multilateral Investment Guarantee Agency (MIGA); and the International Centre for Settlement of Investment Disputes (ICSID). Vice Presidency Context

The Information Management Technology (IMT) Vice Presidency is the World Bank’s central function for the provision of information and technology services to the Bank’s business units. The overarching objective of this function is to ensure that end-users have the information and systems to do their jobs at all locations where Bank business is being done. The management of most of the end-user IT services, business solutions and the underlying technology infrastructure is centralized with IMT. IMT is structured in a federated operating model with separate dedicated application development and management departments for each of the three Bank business lines: Operations and Knowledge, Finance Complex, and Corporate Functions which also supports MIGA and ICSID. Each of business line application departments is lead by a CIO who works closely with a business line governance group to align the systems investment portfolio with the business priorities. Shared services of underlying infrastructure and applications platforms are provided by the Enterprise Architecture unit and the Technology Engineering and Infrastructure department. IMT also provides shared services to IFC.

The World Bank has adopted a three-year IMT Strategy that is centered on seizing value opportunities; creating agile delivery capacity; promoting standards; managing risks; and transforming the IMT Organization. Front office functions including strategy and outreach, innovation, budget, program management, information security, and risk management provide the enabling authorizing environment and control processes to help the IMT service and project managers meet the goals of the IMT strategy efficiently and effectively.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 4 year term appointment.

Leadership on WBGT IMT cross-cutting issues and opportunities on behalf of the Office of the World Bank Group Chief Information Officer.
Advise on the development of IMT organization and business strategy.
Coordinate outreach and partnerships with the technology sector, industry analysis services, academia, and technology communities of practice.
Outreach with International Finance Institutions (IFIs) community in the area of IT.
Relationship management of IT issues and Board IMT Working Group.
IMT Communications.
Develop business strategy for IMT including refinements of the federated operating model and manage consulting engagements with industry experts on cross-cutting issues and opportunities.
Manage the interactions between, IMT and the Board IMT Working Group and represent the WBG CIO Office on Bank Group task forces and working groups.
Develop partnerships with other IFIs to leverage scale economies in procurement and provisioning of common services, share best practices, arrange staff exchanges, and benchmark services.
Manage outreach to the information and technology sectors to establish partnerships and joint ventures to develop strategies to address emerging opportunities to capture business benefits of innovation both for staff and Bank partners and clients.
Coordinate IMT Communications Team including direct support to WBG CIO.
Develop, maintain, and monitor utilization of IMT Communications platforms, processes, and policies including web presence for both IMT services and IMT Network, overall strategic messages, and visual identity.
Provide secretariat to WBG CIO in her role as head of the IMT Network including advising on Network development as member of the Network Council
Develop and manage a pipeline of talent to ensure active succession planning and the infusion of new views and skills into IMT. (includes creation of something similar to young professionals program.)
Manage the IMT Professional Network, training programs the IMT Forum, learning strategy and related HR processes including strategic staff planning, and work closely with HR Officer on staff development, diversity and inclusion and similar initiatives.
Encourage and promote the use of virtual collaboration platforms in support of professional networks.
