Cambodia: Chief of Party Internews Network

General Function:

Internews Network is seeking a Chief of Party candidate for a potential USAID funded program in Cambodia to build on local efforts by technology-oriented civil society organizations using new technology and social media for development by formalizing a technology / social innovation lab. The Chief of Party will oversee all aspects of the program and have the overall responsibility for implementing program strategy.

The goals of this program are to, through investment in social innovation processes:

  1. Empower civil society and citizens with equal access to information and communications,
  2. Increase access to and diversity of educational opportunities, and incubate and design technology-based solutions for CSOs
  3. Train CSOs how to use media technology for development purposes.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provide general oversight of all aspect of the program, including program management, strategic vision, fiscal integrity, quality and timing of deliverables, and coordination with partners;
  • Serve as the principal liaison with the USAID AOR and other USG officials as required, as well as with key representatives of the Royal Government of Cambodia, partners and other stakeholders.
  • Overall responsibility for implementing the program strategy
  • Serve as primary representative of the project to stakeholders and should be able to translate complex principles of media technology into simple terms
  • Consult and liaise with key stakeholders in regions and in the ICT field.
  • Provide overall management of sub-grantees and sub-contractors;
  • Produce effective written reports and oral presentations on the developmental challenges facing the program, and articulate the program’s successes in meeting those challenges;
  • Responsible for the quality, cost, and timeliness of performed work.

QUALIFICATIONS:

  • 12 years of proven overseas experience working in the area of media in developing countries,
  • Previous experience as a proactive COP with a strong reputation for developing excellent collaborative working relationships with counterparts, international organizations and donors;
  • A successful track record in supervising, designing, managing, and implementing technical assistance for donor-funded projects n developing countries, with media and civil society.
  • Demonstrable expertise and vision for using social media and technology for development purposes
  • Experience working with technology for development programs in developing countries preferred
  • Outstanding representational and communication skills; be able to translate complex principles of media technology into simple terms
  • Prior experience in Cambodia or South East Asia is preferred but not required.
  • Experience managing ICT development programs in the Asia region preferred but not required
  • Proven to be an excellent manager and effective oral and written communicator.
  • Proven ability to develop and monitor work plans, training plans, and procurement plans;
  • Demonstrated ability to manage a large national staff and an international team of consultants; manage grants; and ensure quality and timely project reporting;
  • Practical experience in establishing and operating training programs, particularly for participants from developing countries.
  • Strong interpersonal skills, necessary to maintain good relations with relevant stakeholders;
  • Strong knowledge of new media preferred;
  • USAID or USG experience is strongly preferred;
  • Relevant Master’s Degree is preferred.
