SUMMARY OF POSITION
IREX seeks a Chief of Party to direct a USAID-funded program in Cambodia to support technology and social media for development by formalizing a technology/social innovation lab--notionally named Social Innovation Lab-Kampuchea (SILK). The project’s primary goals are to:
1) Empower civil society and citizens with equal access to information and communications;
2) Increase access to and diversity of educational opportunities, and incubate and design technology-based solutions for CSOs; and
3) Train civil society organizations how to use media technology for development purposes.

The Chief of Party is the senior leadership position with overall responsibility for meeting program objectives. The position is contingent on funding.

SUMMARY OF RESPONSIBILITIES:
• Strategic and technical leadership, with responsibility to ensure all program objectives are met
• Serve as principal liaison with the USAID and other USG officials as required, as well as with key representatives of the Royal Government of Cambodia, partners and other stakeholders.
• Develop and maintain effective partnerships with Cambodian technology and media organizations
• Coordinate with local, regional and international organizations active in the media, technology, and civil society sectors
• Manage and mentor project staff
• Coordinate with IREX home office
• Oversee project budgeting and ensure budget discipline
• Oversee monitoring, evaluation and reporting on program activities
• Represent IREX publicly and support its organizational development

SKILLS AND QUALIFICATIONS:
• At least 12 years of proven overseas experience working in the area of media in developing countries
• Demonstrable expertise and vision for using social media and technology for development purposes.
• Significant managerial and technical work experience in developing countries, with media and civil society.
• Preference is given to candidates with experience working with technology for development programs in developing countries.
• Outstanding representational and communication skills and ability to translate complex principles of media technology into simple terms.
• Demonstrated leadership qualities and proven as an excellent manager and effective oral and written communicator.
• Prior experience in Cambodia or South East Asia is preferred but not required
• Successful track record in supervising, designing, managing, and implementing donor-funded technical assistance projects for media development (with preference for US government-funded donor experience)
• Demonstrated understanding of the political and economic situation in Cambodia and of the current media, technology, and civil society environment preferred
• Ability to establish strong working relationships with senior officials in government, with media and civic leaders, businesspeople and international donors.
