Millennium Challenge Account - Moldova
The Millennium Challenge Corporation (“MCC”) and the Government of Moldova (the “Government”) have entered into a Millennium Challenge Compact (“the Compact”) for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Moldova in the amount of USD 262 million (“MCC Funding”).
MCA-Moldova now seeks Expressions of Interest from Individual Consultants for the provision of professional services for the review of bids submitted for the Centralized Irrigation Systems Rehabilitation Works tender(s) under Transition to High Value Agriculture Project in accordance with the qualification, evaluation and award criteria set out in the bidding documents. This assignment shall be performed under the supervision of the MCA Moldova Procurement Director and in coordination with the Procurement Agent.
MCA-Moldova wants to procure two individual consultants. The Consultants shall hold as a minimum a University degree in civil engineering (water supply/irrigation engineering is preferred) or other related fields; have minimum of 15 years experience in civil engineering or similar activity and minimum of 5 years experience in water supply/irrigation projects (funded by International Financial Institutions is preferred); have demonstrated experience in writing and/or evaluating technical proposals for consultancy services (water supply/irrigation is preferred), demonstrated experience in writing and/or reviewing bids for construction works (water supply/irrigation is preferred), and experience in cost estimating for construction works (water supply/irrigation is preferred). Prior experience in the NIS, and /or other Eastern Europe countries and the written and oral communication skills in English shall be considered also.
The bid review is expected to commence in early November 2012 when the bid submission for the first CIS Rehabilitation Works tender is scheduled.. The Consultant’s level of effort participating as BRP member shall be about 10 working days for the first CIS Rehabilitation Works tender (depending on the number of bids to be submitted), with possible subsequent amendments, for each of the following Works tenders. Before applying, interested consultants should review the Terms of Reference (“TOR”), available upon request from the Procurement Agent of MCA-Moldova, which describes the assignment in detail, at the email address indicated below.
The selection shall be carried out in accordance with the procedures set forth in the MCC Program Procurement Guidelines. The selected Consultant will sign a lump sum fixed price contract.
To be considered for this assignment, interested Consultants must submit an Expression of Interest to the Procurement Agent at the email address indicated below. Interested consultants must submit information on their credentials to perform the services, including description of similar assignments, experience in similar conditions, availability of appropriate skills, qualifications and other relevant information. Consultants will be selected through comparison of qualifications. Therefore, it is important that all relevant information be included in the consultant's submission. All Expression of Interest documents shall be presented in English language.
Consultants shall submit as well the names and contact information (telephone number(s) and email addresses) of at least three professional references, and to clearly state the relationship of the professional reference to the candidate (e.g., supervisor, client, former colleague, etc).
Interested consultants must submit their Expressions of Interest no later than close of business on August 31, 2012, local time in Chisinau, Republic of Moldova.
