Humanitarian Affairs and Food Security Advisor U.S. Mission to the EU

The position is the senior USAID representative to the EU on all issues relating to global humanitarian assistance and food security. The U.S. and the EU together constitute 80 percent of global foreign assistance and are the world’s leading humanitarian donors. The food security and humanitarian affairs advisor plays a crucial role in coordinating U.S. and EU responses following disaster and crisis outbreak, thereby increasing efficiency and impact of assistance efforts on effected populations.
The food security and humanitarian affairs advisor monitors and evaluates EU policies, programs and budgets, provides guidance to senior USAID management on emergent and chronic humanitarian issues and flags potential areas of both agreement and disagreement in order to exploit opportunities for increasing shared action in the field and smoothing potential misunderstandings. The job holder designs advocacy strategies for engaging with EU institutions, NGOs, the private sector and European Member States on humanitarian and food security policies and programs in line with USG interests. Senior policymakers also call upon the incumbent to recommend strategies for increasing U.S. and EU joint initiatives and more durable linkages between USAID and EU headquarters and field staff.
The job holder also will oversee and guide formal processes to develop joint positions in bilateral and multilateral fora, such as international treaty negotiations, and will engage non-OECD-DAC donors, Diaspora, and the private sector, all with the aim to advance shared policy and program objectives with these common partners.
The incumbent is also called upon to speak regularly in public venues and to seek out opportunities to explain U.S. policy to a range of European audiences.
