Maternal and Child Health Specialist Kigali, Rwanda

Responsibilities

  • Provide strategic and technical leadership to the project, districts and sites on the implementation of high quality MCH/IMCI services at the facility and community levels.
  • Work closely with the Ministry of Health, USAID and other partners to support the implementation of the national MCH policies and strategic plans.
  • Lead the development, implementation and monitoring of the annual MCH/IMCI work plans to assure activities reflect the priorities of the Ministry of Health and that donor targets and deliverables are achieved in a timely, quality and cost effective manner.
  • Build on existing tools and develop or adapt evidence-based approaches including integration of MCH/IMCI and HIV services, to ensure efficiency, acceptability and highest impact of MCH/IMCI services at the facility and community levels.
  • Stay abreast of new technical developments and serve as a technical resource for MCH and IMCI among project staff, MOH, USAID and other stakeholders.
  • Participate actively in national MCH/IMCI technical working groups, technical meetings with donors, the Ministry of Health and its relevant institutions, the project team, partners, regional, district and facility health staff, local implementing and community partners and other stakeholders.
  • Contribute to and provide recommendations for policy improvements for delivery of quality facility- and community based health services.
  • Lead the evaluation, documentation and dissemination of best practices, and pilot innovative, effective, context-appropriate approaches.

Qualifications, knowledge, skills & abilities

  • Clinical degree in medicine or nursing and service delivery experience, plus MPH or other relevant post-graduate degree;
  • At least seven years of experience in a senior-level technical position in a public health or donor funded setting with responsibility for technical oversight of MNCH/IMCI, preferably in developing countries.
  • Demonstrated experience in MCH/IMCI program design, assessment, capacity building and implementation of safe motherhood and child survival programs, both at facility and community level.
  • Strong technical program management, organizational and interpersonal skills.
  • Excellent written and oral communications skills; fluency in English and French, proficiency in Kinyarwanda preferred.
  • Familiarity with all levels of the Rwandan health sector and experience working with USAID-funded health projects and their reporting requirements will be an added advantage.
