Resident Senior Operations Manager - Baghdad , Iraq

NDI anticipates hiring a Senior Operations Manager to support NDI’s democratic development programs in Iraq. The person filling the position would provide operational, logistical, procurement and financial support, as well as coordinate security policies and procedures, in conjunction with the Senior Resident Director and the Operations Director. The position will be based in Iraq, primarily in Baghdad but also in Erbil, as needed. The position reports to the Resident Director of Operations and Security - Iraq.

Logistics/Operational Support
  • Responsible for all daily operational and maintenance issues on the NDI Baghdad compound.
  • Implement full spectrum of logistical and operational support, including:
    • Procurement,
    • Administration,
    • Facilities, Equipment, and Inventory Management
  • Lead process pertaining to logistics planning, international and local procurement, tender procedures, market analysis for commonly purchased commodities and services, vehicle fleet management and asset management related to the Baghdad compound.
  • Manage all Baghdad-related finances with the support of the Finance Manager based in the Erbil HQ office, including preparing monthly budget forecasts for the work of the Operations Department in Baghdad and managing the disbursement of cash for Baghdad office needs.
  • Cooperate with the NDI Iraq Finance team to ensure compliance with NDI financial guidelines and U.S. Government regulations.
  • Supervise Iraqi local operations and finance staff assigned to the Baghdad office.
  • Perform other duties as assigned by the Director of Operations.

Security Support
  • Operate as the point of contact for all security issues for Baghdad, in coordination with the contracted private security company and the Director of Operations and Security based in Erbil.
  • Ensure implementation of office security plan/protocol and emergency plans.
  • Coordinate with expatriate and Iraqi security contractors and act as liaison between NDI program staff and the security provider.
  • Review physical security procedures and practices on an ongoing basis and recommend updates where necessary to the Director of Operations and Security - Iraq.
  • Communicate ongoing security issues/concerns and NDI security procedures to all relevant staff.
  • Represent NDI at security and operations related coordination forums, sharing information with partner agencies and providing reports and feedback to the Director of Operations and Security - Iraq.
  • Provide routine and emergency security updates to Director of Operations and Security – Iraq and other relevant parties.


Experience Required

  • Bachelor’s degree in issues related to international affairs, business administration, or international development, or equivalent years of relevant experience required.
  • Minimum of ten (10) years of experience in NGO, humanitarian and/or economic development work overseas and/or in home country.
  • Experience working in post-conflict environments and/or countries undergoing political transitions required. Iraq work experience and knowledge strongly desired.
  • Proven experience implementing logistics, operations and security systems in conflict and post-conflict environments.
  • Experience in managing local national staff.
  • Familiarity with U.S. government rules and regulations on procurement and financial management.
  • Detail oriented, highly flexible and strong organizational skills.
  • Strong verbal and written communication skills.

  • Experience with word processing and spreadsheet software (Microsoft Word and Excel preferred).
  • Arabic language skills desirable, but not required.
