Oxford Policy Management (OPM) is a development and research based consultancy providing rigorous analysis, policy advice, management and training services to national governments, international aid agencies and other public sector and non-government organisations. OPM aims to contribute in innovative ways to enhance economic and social progress in developing and transition economies, with a focus on the needs of the poorest people.

OPM’s social services portfolio work extends from policy support to governments to practical assistance in the implementation of social care services reform and development. The portfolio’s main geographical focus is CIS/CEE and the Balkans but with increasing opportunities in other regions.

We are looking to support the growth of our social services portfolio through the recruitment of a senior social services consultant.

Candidates should meet most of the following characteristics:

  • Degree in social work;
  • Post-graduate qualification in social work or a specialism related to social work or international development;
  • Significant work experience within social services both at practitioner level and in senior management or consultancy;
  • Experience of working at policy level in an international context;
  • Specialist knowledge in child protection in an international context;
  • Experience of developing social work systems;
  • Track record of international consultancy (preferably in countries of eastern Europe and former Soviet Union and in African countries);
  • Demonstrable knowledge and application of international best practice;
  • Ability to communicate effectively with colleagues and clients, both verbally and in writing;
  • Experience of working with senior government officials and staff of international aid agencies;
  • Expertise in social work and social care policies and practices in relation to people with disabilities is highly desirable;
  • Experience of project management, including the management of large teams;
  • Experience in the integration of cash and non-cash dimensions of social protection policy;
  • Ability to work in at least one relevant foreign language (e.g. Russian, French);
  • Good team working and a collegiate approach.

This is a permanent position based in our Oxford office. Flexible working options including part time, are available, which can be discussed in the recruitment process. The role will require significant overseas travel.
