Senior Monitoring and Evaluation Officer, SPICE, Sri Lanka

Project/Proposal Summary:

MSI is seeking long term staff for donor funded project strengthening the capacity of local organizations (civil society and the private sector) to deliver participatory development and strengthen citizen-government interactions around development issues. Gender will be a significant focus. The program will be national in scope but will also have specific regional emphases. The main office will be in Colombo with expected offices in the east and A'pura.

Position Summary:

The Senior Monitoring and Evaluation Officer (“M&E Officer”) is responsible for all monitoring and evaluation activities for the project. The M&E Officer will design and implement a results-based monitoring and reporting system that will track project progress from inputs to outcomes. The M&E Officer will work under the supervision of the Project Director and Deputy Director. The M&E Officer will also work closely with MSI’s home office senior technical director for the project and will supervise two M&E staff in the regional offices. This will be a full time position based in Colombo with substantial travel to regional and grantee offices and locations.

Responsibilities:

• Help design the project’s logframe, results indicators, indicator definitions, and data collection methods.

• Develop data collection instruments and ensure the timely collection and analysis of indicator data.

• Assist with reporting on a quarterly, annual and as needed basis.

• Help establish and exercise quality control of database of indicator data.

• Oversee support for a Geographic Information System.

• Work closely with other project staff, including Program Officers and Grants Managers, to establish indicators for specific grants and partners. Meet periodically with grantees’ and subcontractors’ staff to discuss the status and quality of reporting.

• Train staff and grantees on M&E and the project’s specific results and indicators.

• Conduct rapid evaluations of grantee performance using a range of suitable methodologies.

Qualifications:

• Demonstrated expertise managing monitoring and evaluation for donor funded programs.

• Experience supervising staff and consultants.

• Experience with logframes or logic models, indicator development, development and managing data collection systems, collecting and analyzing data and writing reports.

• Fluency in English and one national language required; prefer spoken proficiency in second national language.

• Experience working in a range of provinces preferred.

• Knowledge of databases required and GIS helpful.
