The Carter Center Jobs in Sierra Leone

The Carter Center is seeking highly-qualified individuals to serve as members of its core team to implement an international election observation mission around the upcoming national elections in Sierra Leone. The core team will likely include a Field Office Director, Deputy Director, Observer Coordinator, Political Analyst, Legal Analyst, and a Security Officer. Selected contractors would manage the Center’s international election observation mission including political reporting, office management and administration, and coordination of the deployment of long and short-term observers. The independent contract positions would be assigned for four months, contingent on the availability of funds.

A summary of the core team positions is as follows:

Field Office Director: The Field Office Director (FOD) is the head of the Carter Center’s in-country observation mission. The FOD works in close conjunction with the Atlanta project manager and bears overall responsibility for financial and operational aspects of the field office. The FOD is also the main political representative of the Center and will develop and maintain relationships with the government, political parties, election officials and other stakeholders. The FOD prepares regular reports and drafts Carter Center press releases, public statements, and project reports as necessary in consultation with Atlanta staff.

Deputy Field Office Director: The Deputy Field Office Director (DFOD) bears primary responsibility for in-country logistics and direct management of local staff. Working closely with the FOD, the DFOD helps ensure project goals are met in a timely and efficient manner. The DFOD helps manage and prepare for long and short-term observer briefings and deployment.

Observer Coordinator: The Observer Coordinator is responsible for managing the deployment of and reporting by long-term observers (LTOs). The Coordinator serves as the principle point of contact for LTOs, supports LTO team training, and supervises LTO field work via maintaining daily contact with all teams. During the short-term observer (STO) mission, the observer coordinator, with input by the FOD and Atlanta-based project manager, drafts a deployment plan for STOs, oversees development of regional briefing materials by LTOs, and supports STO team training.

Political Analyst. The political analyst is responsible for engaging with key elections and governmental stakeholders to assess the political and electoral environment in coordination with the FOD. The consultant provides political analysis and strategic advice to The Carter Center on important substantive issues and contributes to internal briefings and written reports, as appropriate, for Center staff and observers. The analyst prepares supplemental memos and weekly reports assessing specific issues on an as needed basis and contributes to the preparation of public statements summarizing the mission’s observations and findings.

Legal Analyst: The legal analyst is primarily responsible for compiling, reading, and analyzing all relevant legislation in Sierra Leone. The legal analyst produces a number of key reports, including a gap analysis of the electoral legislative framework and regular briefings for the EOM. The Legal Analyst position will be of a shorter duration than the remainder of the core team.

Security Officer: The security officer will have primary responsibility for conducting a security assessment as well as developing and implementing an emergency response and security communication plan. This position will provide security input on the observer deployment plan and work closely with the Observer Coordinator to monitor the security of deployed observers.

Qualifications


Applicants should have 7-10 years of senior level experience working on election observation or related programs, ideally in countries transitioning from war to sustainable peace. Experience in Sierra Leone and the region is desirable. The positions require relocation to Sierra Leone by early September, and could involve internal travel within Sierra Leone. Leadership skills, personnel management experience, cross-cultural understanding, and knowledge of English is required. Demonstrated ability to provide advice and guidance regarding democratic governance is strongly encouraged. Salary is commensurate with experience.
