3FP Fund Senior Credit Officer Building Markets Liberia

Building Markets is establishing the Factor Finance for Procurement (3FP) project, a loan guarantee facility for local small and medium enterprises (SMEs) in developing countries who have successfully won international procurement contracts. This project will work closely with local banks, who will provide the lines of credit (LoCs) to these SMEs, while the 3FP facility will provide a partial backstop. The objective of the project is to increase local SMEs’ access to needed funding when typically these contracts require significant up-front costs and the timing of buyers’ payments can be uncertain. In general, the SME market in developing countries is an underserved segment of the local private sector. In addition, the project intends to increase the lending capacity of local banks in these countries by allowing them to experiment with new forms of lending while having a partner to share the risk. This project will be based in New York with field offices in each of the countries in which the facility operates.

Position Overview

Building Markets is seeking an entrepreneurial Senior Credit Officer (SCO) who will lead Building Markets’ 3FP project efforts in Liberia. The SCO will have extensive experience in the commercial lending process, preferably to small and medium-sized enterprises. The SCO will need to be a good manager and an outspoken advocate of the project in Liberia, maintaining good relationships with the local banks, local businesses and other key stakeholders in Liberia. Experience working in commercial lending in developing countries is preferred. The SCO will be based in Liberia and report to the 3FP Fund Manager, based in New York. The SCO will have 1-2 direct reports. 

Responsibilities and Duties

The Senior Credit Officer is responsible for all aspects of the Building Markets’ 3FP project in Liberia, including management of operations of the fund in Liberia, providing leadership and direction, maintaining good relationships with key stakeholders, negotiating loan guarantee agreements with local banks, monitoring the lending process, training local SMEs, achieving and documenting development results and complying with local laws, international standards and donor requirements. Tasks for this position include, but are not limited to the following:

Strategic Leadership

• Contribute to and implement 3FP’s strategy in Liberia
• Oversee needs assessments, evaluations, monitoring visits
• Oversee and implement local SME training program
• Negotiate loan guarantee agreements with local banks in line with the project strategy and local laws, international standards and donor requirements
• Provide guidance and leadership (including direct implementation as required) on substantive issues including: achieving results, private sector development, procurement, SME business development, market research and training

Representation

• Represent Building Markets and coordinate appropriately with the local banking sector and other key stakeholders
• Delegate representation appropriately, based on activity streams
• Ensure coordination with stakeholders on issues of relevance to country program
• Regularly visit and monitor local banks as required

Staff Management

• Train all direct reports
• Coordinate with the Liberia country team, 3FP HQ team and other key stakeholders
• Manage HR and admin responsibilities
• Recruit national staff directly and recruit international staff in coordination with HQ, when applicable
• Manage performance of the project

Finance Management

• Coordinate budget planning with HQ
• Ensure budget execution at 90%/month
• Oversee and be responsible for financial reporting from country office, including payroll, banking, taxation, etc.

Communications and Reporting

• Ensure tracking of activities and contribute to donor reporting
• Ensure effective internal communications with project team and Liberia country team
• Attend to regular phone calls and correspondence with HQ
• Ensure results and success stories are communicated appropriately and regularly

Security Management

• Responsible for safety and security of direct reports, based on organization’s security plan

Qualifications

• Masters degree in Business or substantial equivalent in professional experience
• 5-10 years of commercial lending experience
• Demonstrated entrepreneurial spirit, innovation, and leadership
• Good communicator
• Willingness to work and reside in Liberia full-time
• Experience working with the local banking sector in developing countries preferred
• Experience in successfully leading and managing a team of national and international staff preferred
• Experience working on projects funded by public and large private donors preferred
