CARE Timor Leste’s agricultural programming supports vulnerable
households in Liquica, Cova Lima, Emera and Bobonaro districts in Timor
Leste and aims, as part of an integrated program approach to address the
underlying causes of food insecurity. The program builds on CARE’s past
experience working in the target areas. The program incorporates four
inter-related strategies:
- promoting the empowerment of vulnerable women, men and youth groups to access social and agricultural support services,
- increasing agricultural productivity with mainstreaming community-based disaster risk management for sustainable production systems,
- based on a watershed approach,
- increasing availability of improved seed through seed production at the household level,
- assisting the Ministry of Agriculture through CARE agriculture and food security programs in strengthening extension services in the program districts, and
- Documentation of CARE’s good practices and approaches and sharing them with relevant stakeholders and donors for their information, review and policy feedback.
Agricultural programming aims to address food security in an
integrated manner that combines agricultural productivity with community
health and nutrition as well as agro-business activities. Strong
emphasis will be placed on partnering with local civil society
organizations, the Ministry of Agriculture, Forestry and Fisheries at
the national and local level, and international organizations working in
the food security sector. Capacity building for national staff and
partner NGOs is an essential component of the project.
The Agriculture Program Manager is responsible for providing
overall planning and management of all CARE Timor Leste’s programming
that relate to food security and agriculture. Specifically, he/she is
responsible for the planning, management and implementation of the
European Commission (EC) funded HAN project. The Agriculture Program
Manager is also responsible for providing technical guidance to other
CARE projects with agriculture components and ensures quality standards
of CARE are followed by those projects for agriculture activities.
