AMAL Programme Manager Location: Beirut, Lebanon


Contract type:  Global level C zone1, 3 years fixed term
Salary Range (min - max): £24,245 - £30,853 net per annum (net = take-home pay. Oxfam will meet any tax and social security liabilities of the post holder in addition to the net salary)
Hours: Full time (40 per week)
Interviews: expected to take place on Wednesday 3rd October
Start date: as soon as possible
OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering.
JOB PURPOSE: To provide strategic leadership and management of the AMAL Programme, including having overall budget responsibility, human resource management and ensuring quality and timely implementation of AMAL programme throughout the region.

Dimensions

Scale of responsibilities & programme:
  1. Represents the region in coordination meetings and also manage external relationships
  2. Plans for and manages region wide resources, (people, finances and equipment?)
  3. Provides specialist advice to staff and Oxfam GB Steering Committee Chairperson
  4. Will be required to analyse and communicate complex data affecting the active promotion of women's participation and leadership in the Region

  1. Programme development direction work that involves developing new approaches
  2. Change in programme focus
  3. Range of programme components
Degree of risk/impact:
  1. Impact of programme direction on the region and on Oxfam GB
  2. Some external factors e.g. politically or physically insecure environment of some locations

Skills and Competence

  1. Significant demonstrable experience of management of multidimensional, complex, donor-funded programmes/projects (E)
  2. Gender development and/or women's right background (E)
  3. Understanding/experience of programme implementation principles and their practical application - gained internationally in the NGO sector (E)
  4. Successful track record of developing and delivering innovative programmes that deliver practical results for poor people (E)
  5. Ability to form trusting, effective working relationships across a wide range of stakeholders (E)
  6. Extensive line management experience (E) preferably including staff based at a distance (D)
  7. Knowledge and experience of matrix management (D)
  8. Experience of coaching practices at an individual and/or team level (D)
  9. Highly flexible in style with the ability to produce creative and pragmatic solutions to complex/ambiguous operational problems (E)
  10. Experience of working in a multicultural team environment with both national/global staff (E)
  11. Experience of working in insecure environments and adhering to security protocols (D)
  12. Knowledge of and sensitivity to conservative Islamic cultures is a distinct advantage (D)
  13. Fluency in written/spoken Arabic and English (E)
  14. Fluency in spoken/written French (D)
  15. Prepared to undertake regular travel to offices in the field (E)
