We promote democracy, advance development and celebrate diversity. We are the Commonwealth – an association of 54 member countries who share the common values of peace, security and sustainable development.

Our Special Advisory Services Division (SASD) provides advice and technical assistance delivered through a combination of in-house and external expertise. Within SASD, the Economic and Legal Section provides policy, legal and economic advice on investment and related matters, focusing on the exploitation and development of natural resources, the delimitation of maritime boundaries and ocean governance.

You will help countries to formulate policies that facilitate and regulate private sector investment in the extractive and energy industries, focusing in particular on petroleum and mineral resources. This will involve proposing, developing and reviewing policy and regulatory systems; modelling, benchmarking and designing fiscal regimes; developing balanced contractual arrangements; analysing investment proposals; and recommending negotiating strategies in transactional matters. A key member of our multi-disciplinary team, you will also establish and manage projects.

With a postgraduate degree in Economics, Business or a related field and specialising in energy and natural resources, you must have extensive experience of providing advice on economic, fiscal, financial or commercial issues. This should include leadership of projects related to policy, regulation and /or negotiation as well as the facilitation of private investment, gained in a government ministry, international organisation or the private sector. The confidence and credibility to work with high-level Government officials are essential.

You must be able to operate effectively in our multi-cultural setting and be a national of a Commonwealth country.
