The Carter Center is seeking a highly-qualified individual to serve as a short-term Constitutional Analyst with the Center’s mission in Egypt. The Constitutional Analyst will assess and analyze the most recent draft of the Egyptian constitution, which will be brought before the Egyptian people for approval via referendum. He/she will contribute to public and private statements commenting on the content of the constitution, the constitution drafting process and the constitutional referendum process in order to provide an impartial assessment of these processes and detailed recommendations for ways to improve its inclusiveness, credibility, and transparency.

This short-term contract position requires international travel to Cairo, Egypt. Consultant will make at least two trips, each for approximately two weeks (anticipated to be in September 2012, and again later in the fall). These dates are subject to change.

Primary responsibilities:

  • Become fully familiar with the Egyptian constitution in its most recent form, taking into account amendments and revisions from the previous version.
  • Analyze the degree to which each provision in the document strengthens or weakens democratic principles in Egypt.
  • Contribute to the mission’s assessment of whether the constitution drafting process and the constitutional referendum process are conducted in accordance with the legal framework as set out in national legislation as well as international obligations for democratic elections.
  • Liaise closely with key stakeholders in the constitution drafting and constitutional referendum process.
  • Brief mission members and leadership on important constitutional issues.
  • Contribute to the preparation of interim reports and preparation of the Center’s preliminary statement.
  • Prepare an analytical report on the constitution including recommendations for the FOD for inclusion in the final report.


Qualifications


Qualifications:

Ideal candidates will possess some or all of the following qualifications:

  • A minimum of 5-7 years of experience conducting constitutional and/or legal analysis;
  • Knowledge of Arabic is highly preferred;
  • Knowledge of Egyptian politics and culture;
  • Experience in countries transitioning to sustainable peace and democracy;
  • Cross-cultural understanding;
  • Strong writing and communication skills;
  • Ability to live in difficult conditions, perform well under stress, work within a team, and maintain professionalism at all times.

Compensation:

Salary is commensurate with experience. Costs associated with international travel as well as accommodation, transport and communications in Egypt are undertaken by the Carter Center.
