Consultancy Services to Implement Baseline Data Collection for Water Sector Impact Evaluation in Tanzania

PROJECT:
Millennium Challenge Account -Tanzania

1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Tanzania (the “Government”) have entered into a Millennium Challenge Compact (the Compact”) for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Tanzania in the amount of USD 698,136,000 million (“MCC funding”). The Millennium Challenge Account -Tanzania (“MCA-Tanzania”) on behalf of the Government intends to apply a portion of the proceeds of MCC funding to eligible payments under this contract. Payments by MCA- Tanzania will be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC funding of the Compact. No party other than the Government and MCA-Tanzania shall derive any rights from the Compact or have any claim to the proceeds of MCC funding.

2. The Compact program aims at reducing poverty through the implementation of a programme consisting of three projects, each containing a number of activities and sub activities over the five year period of the Compact, namely:

a). The Transport sector Project consists of four distinct activities, the Mainland Trunk Roads Activity, the Zanzibar Rural Roads Activity, the Road Maintenance Activity and the Mafia Island Airport Activity.

b). The Energy Sector Project consists of three distinct activities, the Zanzibar Interconnector Activity, the Malagarasi Hydropower and Kigoma Distribution Activity, and the Distribution Systems Rehabilitation and Extension Activity.

c). The Water Sector Project consists of three distinct activities, the Lower Ruvu Plant Expansion Activity, the Non-Revenue Water Activity, and the Morogoro Water Supply Activity

3. The main objective of this consultancy is to lead baseline data collection for the Water Sector Project Impact Evaluation due to expanding the capacity of the Lower Ruvu water treatment plant serving the Dar es Salaam area, from about 180 million liters per day (MLD) to approximately 270 MLD and improving water supply in Morogoro through rehabilitating a water treatment plant and improving water transfer in the existing distribution network. The overall interventions will increase the production from 18 million liters per day to 33 million liters per day.

4. This SPN follows the General Procurement Notice that appeared in dgMarket, UNDB Online and on the MCA Entity website www.mca-t.go.tz and printed in the local newspapers, The Daily News and The Guardian on 22 June, 2012.

5. MCA- Tanzania now invites Proposals to provide the consultancy services shown above. More details on the services required are provided in the Terms of Reference.

6. This RFP is open to all eligible Consultants who wish to respond. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment and so long as any association is otherwise formed in accordance with the terms of the RFP.

7. A Consultant will be selected under the Quality and Cost Based Selection (QCBS) procedure, the evaluation procedure is described in the RFP in accordance with “MCC Program Procurement Guidelines” which can be found on the MCC website www.mcc.gov.

8. The minimum experience and qualifications for the Consultant are:

MCA-T expects the Consultant to possess project management skills to plan, supervise and manage the entire survey necessary to accomplish the objectives of this study with the assistance of the field and data managers and team leaders. This shall include field management responsibility for training field staff and for planning, supervising, and managing the fieldwork the field for the duration of the survey process. As well as management skills to plan, supervise collection and management of data entry, error checking, processing and consolidation of data.

Consultants will receive a Registration Form which must then be return completed in PDF format, to the Millennium Challenge Account-Tanzania’s’ Procurement Agent’s e-mail address: MCA-Tprocurement@crownagents.co.tz duly copied to the MCA-T Procurement Director at mngaida@mca-t.go.tz. Registration will be completed when a Consultant receives a registration number from the Procurement Agent and a password to access the RFP.
