DCOP/Operations Manager for an anticipated Title II Development Food Aid Program (DFAP) in Zimbabwe

Deputy Chief of Party/ Operations, Zimbabwe We are currently seeking a DCOP/Operations Manager for an anticipated Title II Development Food Aid Program (DFAP) in Zimbabwe. This multi-year, non-emergency program will be integrated with USAID strategies to address the underlying causes of chronic food insecurity as well as chronic malnutrition, with an integrated nutrition approach. The program development objective is to sustainably increase food security among vulnerable populations in Zimbabwe. The program will focus on increasing household and micro-enterprise productivity and income through market-oriented approaches, improving nutrition among pregnant and lactating women and children under five, and increasing household resilience to shocks. The DCOP/Operations Manager will be the senior MYAP representative in the office with overall responsibility for operations. The DCOP/Operations Manager will support the COP in all aspects of program management and in the absence of the COP, assume overall responsibility for the program. By overseeing activities across strategic objectives, s/he will ensure integration across interventions. The DCOP/Operations Manager will prepare and/or assist in the preparation of reports and documents to USAID. Additional responsibilities include, but are not limited to the following:
Duties and Responsibilities: • Provide support to programmatic teams, including identifying and promoting clear communications on issues of budget management and programmatic activities, compliance, project operations and documentation. • Promote management skills and capacity of the respective departments’ senior supervisory staff with regard to USG regulations and policies; support effective and efficient oversight of department activities. • Ensure contractual compliance with ACDI/VOCA and donor regulations and coordinate with ACDI/VOCA’s awards and compliance team in Washington, DC. • Ensure that internal and external programmatic reports are of high quality; work with other departments in the finalization of reports prior to final review by COP. • Support the COP in responding to stakeholder requests for information; liaise with other partners and stakeholders as requested. • Oversee the development of program budgets in coordination with the Finance Manager; work with technical staff to develop detailed implementation plans. • Lead development of internal control systems. • Ensure compliance with procurement policies. • Minimize fraud via active monitoring and close coordination with internal and external auditors; oversee the procurement function’s international and local procurements. • Support livelihoods and health and nutrition directors with reporting and project management. • Assume responsibility for development of effective communications materials and reports for donor
Qualifications: • Minimum 5 overseas experience managing large, multi-year USAID funded projects with multiple implementing partners and relevant food security/livelihoods experience; experience working with agro-pastoralist or pastoralist populations is preferred • Experience in Zimbabwe or Sub Saharan Africa is preferred • Prior experience with USAID projects, procedures, policies and reporting requirements is required; prior experience with Title II projects is highly preferred • Familiarity with commodity management best practices preferred • Effective record of building relationships with governmental organizations as well as private and community organizations is required • Advanced degree in management, international development, or a pertinent field is highly desirable
