Chief of Party for an anticipated Title II Development Food Aid Program (DFAP) in Zimbabwe

Chief of Party, Zimbabwe We are currently seeking a Chief of Party for an anticipated Title II Development Food Aid Program (DFAP) in Zimbabwe. This multi-year, non-emergency program will be integrated with USAID strategies to address the underlying causes of chronic food insecurity as well as chronic malnutrition, with an integrated nutrition approach. The program development objective is to sustainably increase food security among vulnerable populations in Zimbabwe, and will focus on increasing household and micro-enterprise productivity and income through market-oriented approaches, improving nutrition among pregnant and lactating women and children under five, and increasing household resilience to shocks.
Duties and Responsibilities: • The COP will provide leadership, oversight, and support to all aspects of the program. The COP will promote strong relationships with the USAID Mission, the government of Zimbabwe, sub-recipient partners and other donor and non-governmental organizations. • The COP will provide leadership, oversight, and support to all aspects of the program. The COP will promote strong relationships with the USAID Mission, the government of Zimbabwe, sub-recipient partners and other donor and non-governmental organizations. • Oversee budgets to ensure all expenditures are in compliance with ACDI/VOCA and donor policies and regulations as well as within the scope of the program budget. • Ensure quality monitoring and evaluation, including the development of a monitoring and evaluation plan. Oversee activities that relate to the baseline, mid-term and final evaluations, including coordination with other Cooperating Sponsors as necessary. • Ensure effective finance, progress, and donor reports, compliance with donor and ACDI/VOCA regulations, and efficient utilization of program staff and resources for this component. • Ensure that staff complete contracts with local organizations in compliance with both donor regulations and ACDI/VOCA policies. Ensure that project partners are implementing project activities in accordance with ACDI/VOCA’s agreement with USAID. • Ensure quality development of project reports, contracts, and other programming documents, and monitor ongoing activities to ensure they are reaching the intended objectives and are in full compliance with donor regulations.
• Cultivate and liaise with program partners, as well as governmental agencies of Zimbabwe and USAID offices in Zimbabwe and Washington DC. Promote the acceptance of the ACDI/VOCA programs in Zimbabwe and assure their smooth functioning, by establishing and maintaining positive relationships with the U.S. Embassy/Zimbabwe, any USAID Mission and the Food for Peace officers in Zimbabwe, primary GOU counterparts and other governmental and non governmental agencies and organizations, specifically other Title II Cooperating Sponsors.
Qualifications: • 5 to 10 years overseas managing large, multi-year USAID funded projects with multiple implementing partners and relevant food security/livelihoods experience; experience working with agro-pastoralist or pastoralist populations is preferred • Experience in Zimbabwe or Sub Saharan Africa is preferred • Prior experience with USAID projects, procedures, policies and reporting requirements is required; prior experience with Title II projects is highly preferred • Familiarity with commodity management best practices preferred • Effective record of building relationships with governmental organizations as well as private and community organizations is required • Advanced degree in management, international development, or a pertinent field is highly desirable
