POSITION

Reporting to the Chief Financial Officer, the Director of Finance (DOF) is a senior member of the management team and will engage in the overall planning and strategy of the organization. The DOF must be a self-starter who is fully committed to CMMB’s global work.

The DOF is responsible for worldwide budget (operating plan) development; all financial management/compliance surrounding each of CMMB’s Federal and private grants from the application process through the contract operating period; and overall cash management of CMMB. The DOF provides fiscal oversight of a $30M revenue stream and $500M in-kind corporate contributions.

S/he must be strategic, have the aptitude to build financial forecasts, coordinate compliance audits and enhance and implement financial reporting, processes, tools and control systems. The DOF must work closely with the staff to promote an open, inclusive environment that emphasizes transparency and teamwork. In addition, he or she will be diligent, of the highest integrity, possess sound judgment and have strong interpersonal skills.

Because of CMMB’s international footprint, the DOF will be tasked to work closely with its global staff and partners around the world.


RESPONSIBILITIES

Budgets (Operating Plan)

• Accountable for the annual operating budget development consistent with the strategic plan.

• Measure performance against the budget at intervals during the fiscal year using a management information approach and not simply a variance analysis.

• Develop mitigation plans with the various departments to ensure the board approved plan is met.

• Periodic development of projections/forecasts during the fiscal year.

Federal Grants Compliance

• Coordinate with other CMMB departments to assist in the development of Federal grants proposals.

• Working with other departments, the DOF, is fully accountable for all aspects of CMMB’s ongoing compliance with the approved grants: reporting; funding of programs; compliance with budgets through to the sub-grantee level.

• Coordinate federal and internal audits of all Federal grants as may be required.

• “Negotiated Indirect Cost Recovery Agreement” (“NICRA”) is a central responsibility and will be CMMB’s point person on all aspects of NICRA: Strategies to optimize NICRA; negotiation of adjustments to NICRA; measure actual performance against the agreed NICRA rates; coordinate with the Corporate Controller in the accounting for the collection, reporting and use of earned NICRA.

• Travel with HQ team to work with regional domestic staff and In-Country Finance Directors in Central America, South America, and Africa as may be required to support the financial functions at these operating sites.

QUALIFICATIONS

• Minimum of 5 years experience as a finance director in a non-profit organization of similar size and scope.

• The ability to think strategically and the knowledge to develop a competitive advantage with CMMB programs.

• Solid accounting skills developed in an international NGO.

• Extensive experience in all aspects of NICRA.

• Deep hands-on experience in foreign directed U.S. grants – chiefly as prime grantee with sub-grantee network.

• Hands-on budgeting in an international organization.

• Management of field cash flows surrounding grants in an international setting.

• Compliance:
o All aspects of Federal Grants
o A-133
o Coordinating internal and federal audits
o Compliance not only at the prime grantee level but also at t eh sub-grantee levels.

• Polished skills in collaboration amongst a strong team setting.

• Highly effective in oral and written communication.

• The demonstrated record that reflects respect for ethics and fiscal stewardship.

• The established track record of good business judgment and financial acumen.

• The talent and ability to gain the trust of others and foster collaborative relationships.

• The demonstrated ability to model teamwork behaviors and team building skills.

• High level of competence and professional stature to advise CFO and other members of CMMB management team and Board committees on effective financial management.

• Ability to travel domestically and internationally when required.

• Bachelor’s degree required, Master’s degree preferred

• CPA highly desirable
