Education Labour Relations Council General Secretary (Accounting Officer)

The Education Labour Relations Council (ELRC) is a statutory council, established in terms of Section 37 of the Labour Relations Act, No 66 of 1995, as amended. It operates in the public education sector, providing services to the Department of Basic Education, trade unions and educators in the interest of the South African public.
The ELRC’s primary objectives are to: • Promote and maintain labour peace in education • Prevent and resolve labour disputes in education • Promote collective bargaining in relation to matters of mutual interest. The ELRC requires the services of a suitably qualifi ed person for the position of General Secretary (Accounting Offi cer). The position is based in Centurion and reports to the Chairperson, Executive Committee (EXCO) and the Council.

Salary: An all-inclusive remuneration package of R872 214 per annum (Level 14)

Requirements: • An appropriate Bachelor’s degree • A postgraduate qualifi cation in Public Administration and/or a relevant legal qualifi cation will be an added advantage • A minimum of 5 years’ relevant experience in a Public Sector labour relations environment supported by a minimum of 5 years’ management experience in a senior capacity in a public/corporate entity • Knowledge of the PFMA and the policy and legislative framework governing the Public Sector • Strategic and analytical thinking skills • Excellent written and verbal communication • Project management skills • Financial management skills • Planning and organisational skills • Good interpersonal, confl ict resolution, facilitation and people management skills • The ability and willingness to work in a highly unionised environment.
Responsibilities: The General Secretary is the Accounting Officer of the ELRC and will be responsible for the following: • Leading and directing the strategic and operational planning processes of the Council • Managing the performance of the Council through the effective, effi cient and economic utilisation of the resources and assets • Managing the finances and financial management systems of the ELRC including preparation of the budget and fi nancial reports as directed by the PFMA • Managing the implementation of good corporate governance principles and best business practices in the management and execution of the business of Council • Managing risks and potential fraud to Council • Maintaining oversight and providing counsel to the parties’ compliance in respect of their fi duciary responsibilities to Council • Managing human resources of the Council • Managing the collective bargaining programme of the Council • Managing the dispute resolution and prevention programme of the Council • Managing interactions and communications with all stakeholders (eg PSCBC and other relevant
bargaining Councils, SACE etc), service providers and clients on behalf of Council • Ensuring sound relations and interaction with various portfolio committees, National and Provincial Education Departments • Ensuring compliance with Collective Agreements, Resolutions and Awards in the education sector.

Note: The successful candidate will be required to enter into a Performance Contract with the Council on an annual basis, which will be reviewed quarterly. Candidates will be subjected to a competency test and a security clearance.
