Evaluation of the WASH Sector Strategy: Community Approaches to Total Sanitation (CATS)
UNICEF invites interested institutions to provide services to conduct an evaluation of UNICEF’s Community Approaches to Total Sanitation (CATS) strategy. The evaluation will provide to UNICEF an independent external view of this WASH sector strategy  with the purpose of 1) enabling evidence-based decision-making; 2) contributing to global learning; and 3) promoting accountability.
The evaluation will be managed by the UNICEF NY Evaluation Office. It is envisioned that the evaluation will occur over five to six months beginning early November 2012. Institutions must be able to provide a team with the required talents in sanitation programming, evaluation, social analysis, and financial analysis.

The TOR in particular includes a detailed description of the work to be undertaken and guidance about what is sought in the technical and financial proposals.
Please consult the RFPS for the exact particulars on what to submit and how to submit it. Fidelity to the RFPS instructions is critical. The deadline for receiving the technical and financial proposals is 11 October, 2012.
