Position Summary:

The Finance Manager Consultant will work with Relief International-Egypt to directly monitor financial report of its local implementing partners contracted under the USAID-funded Youth Empowerment Program (YEP). The Finance Manager will be responsible for overseeing all financial systems and operations of one or more of RI partners that Egypt Country Program works with. Particularly, the Finance Manager will be responsible for making sure that the partners assigned to him/her are generating acceptable monthly financial reports and that all partners financial transactions are in accordance with the policies and regulations of the United States Agency for International Development (USAID), Relief International and Egyptian standard accounts. He/she will also be responsible for ensuring that all RI accounting procedures are followed by the partners and budgets are adhered to, such as appropriate cash control, and that reports are submitted to RI headquarters on time. The Finance Manager will likely spend 95-100% of his/her time at the partner organization’s office.

POSITION DURATION

3 months with the possibility of up to 9 month extension

ROLES AND RESPONSIBILITIES

• Under the supervision of RI Country Director and Azerbaijan-based International Controller, and in coordination with RI’s current Finance Manager, work closely with local partners to improve partner staff achievement and productivity with regards to financial management policies, systems, structures and procedures.

• Provide an initial assessment of partner’s financial staff performance in order to identify gaps for future capacity building

• Conduct training/up-grading sessions for local partners finance staff in QuickBooks, field accounting procurement procedures and other performance gaps revealed by his/her assessment

• Review all partners’ financial reports for accuracy and compliance with reporting requirements, and coordinate with current RI Finance Manager prior to submitting to HQ.

• Ensure local partners’ field control monthly reconciliations are accurate, and coordinate with current RI Finance Manager prior to submitting to HQ.

• Work closely with local partners and RI Program consultants over the project implementation planning and cash flow projections.

• Ensure that local partners’ financial records and backup documentations are ready for internal and external auditors.

• Other tasks as required.

EXPECTED DELIVERABLES

• On-going capacity building trainings and technical assistance to the partners

• Quality report submissions by partners resulting in acceptance by RI HQ

• Accurate monthly cash flow projections by partners

• Monthly status/progress reports

QUALIFICATIONS:

• This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

• A graduate degree in finance and/or accounting from an accredited university

• A minimum of 5 years’ experience in finance supervisor position preferable with non-profit agencies. US government funded grants financial and administrative management experience is a preference.

• Excellent report writing skills

• Results produced on time

• General management skills Strong NGOs financial training and
mentoring skills.

• Excellent command in English and Arabic is required.

• Ability to work in a fast-paced, multicultural environment.

Salary: Salary commensurate with experience and qualifications
