FM Project Officer Invisible Children Obo

The FM Project Officer, will oversee the implementation of Invisible Children’s FM projects in the LRA affected regions of central Africa, with an emphasis of establishing new FM locations with partner organizations, supervising new installations and maintenance, and building the capacity of FM partners across the region.

Key Responsibilities:
1. Identify and establish new sites for FM stations and broadcasting based upon concentration of LRA activity, prioritizing areas currently unreached by FM broadcasts
a. Coordinate with technical partners to establish FM radio stations
b. Focus efforts on building the capacity of the FM station managers and operators to sustainably operate the radio
2. Assist in the creation and dissemination of DDR messaging for use by regional radio stations
a. Coordinate with regional actors including UN DDR/RR and regional security actors to gain access to recent escapees to capture audio for use in DDR programming
b. Coordinate with IC Regional HQ for ongoing assistance in the development of coming-home programming
c. Create an efficient dissemination system to quickly get FM programming from the creation stage to regional radios
d. Assist FM stations in sensitizing and –whenever necessary - meeting with local communities to establish an understanding of why coming-home messaging is played
3. Assist in the logistical movement of FM equipment to ensure that the process happens efficiently
a. Coordinate with MONUSCO, BINUCA and private transport services to facilitate travel of FM equipment and technicians to and from site
4. Oversee the maintenance and improvement of FM, ensuring buy-in from civil society, ownership from implementing partners, schedule for maintenance/follow-up, and ample training
a. Improve capacity of FM stations
b. Improve the quality of programming created and the frequency at which Come-Home messaging is played
5. Plan and execute a regional training exercise for all partner radios in CAR, DRC and Uganda working on Coming-Home messaging
a. Facilitate coordination between FM stations in the region to build systems for sharing of programming and collaboration on training and skills building
b. Conduct workshops on creating programming, interviewing recent escapees appropriately within a protection framework, technical skill development, community outreach and build income streams for FM’s within communities
c. Overseeing the creation of and making use of an archive of audio resources which can be re-used
d. Ensuring that the Come-home broadcasts do not violate the media laws in CAR and DRC

Position Details:
This position has an immediate start date. It is located in Obo, CAR with frequent work trips to Dungu, DRC, Invisible Children’s FM projects throughout DRC and CAR, and Invisible Children’s regional office in Kampala, Uganda. Applications will be accepted until position is filled.
