GENDER & LIVELIHOODS ADVISOR ATLANTA, GA OR WASHINGTON, DC

CARE is seeking an experienced Gender and Livelihoods Advisor who will work within CARE USA's dynamic Food, Livelihoods Justice in close affiliation with the cross-cutting Gender and Empowerment Unit within the Program, Partnership, Learning and Advocacy Division. The division’s mandate is to generate, harvest, cross-fertilize and promote the application of knowledge and learning throughout and beyond CARE. The gender and livelihoods Advisor will have two main functions (1) work with the Pathways Women in Agriculture Program in Tanzania, Malawi, Ghana, Mali, India and Bangladesh to promote the empowerment of women in agriculture and (2) support CARE'S efforts to design, implement, learn from and disseminate information about the issues of gender justice within a livelihoods, nutrition and food security context.

Gender-based inequalities all along the food production chain “from farm to plate” impede the equal attainment of food security for men and women, boys and girls. In order to contribute effectively to the achievement of the Millennium Development Goals, development programming will require increased attention to address gender inequalities as key drivers of hunger and poverty. CARE’s food security, livelihoods and nutrition program strategies take into account context-specific issues, including local gender constraints and assets. CARE emphasizes participatory methods of social change and works extensively with partner organizations to build local capacity and generate local leadership for change towards more gender- equitable systems, structures and relationships. Combining best practice and innovative approaches, the Advisor will support programming implementation, analysis, documentation, research and development which informs CARE’s evolving practice and influences advocacy positions with regards to the why, what, and how of gender transformative approaches and results within food, nutrition, and livelihoods security programming for the poorest of the poor. The Advisor will play a key role in facilitating approaches that positively engage men and boys in contributing to gender equitable behaviors, relationships, systems and structures.

The advisor will lead in multiple countries to identify gender based constraints and implement interventions that address these constraints and take advantage of opportunities to promote women’s empowerment in agriculture including interventions that increase women’s access to productive resources, and optimize their participation and benefits from agricultural value chains. The Advisor will contribute to the organization’s efforts to mainstream empowering approaches across the age spectrum, ensuring that both girls and boys are well-prepared to enter the labor market and to ensure an equitable enabling environment for food and nutrition security. The Advisor will provide direct technical guidance to other programs committed to supporting the empowerment of chronically food insecure women and girls, building on well-tested interventions, partnership strategies, organizational capacity building tools and resources, and lead the research and development of innovative approaches.

Working closely with teams at the country office level, the PPLA division, and across CARE International broadly, the Advisor will work proactively to build collaborative relationships with research, academic, social activist, advocacy and other partners to ensure maximum effectiveness and influence of policy and practice. The Livelihoods Gender Advisor will also work to strengthen organizational systems and practices that reflect our values in gender equity and diversity, and enhance programming impact towards gender equality. The Gender and Livelihoods Advisor will report to the Pathways team leader and will have a close working relationship with the Director for Gender and Food Security, the Senior Gender Program Advisor and key internal and external stakeholders. S/he will spend approximately 80% of their time on the Pathway’s program and will be accountable to the Pathways team leader.

Responsibilities:

  • Collaboratively refine and articulate CARE’s approaches to food, nutrition and livelihoods programming that supports women’s and girls’ empowerment, and contributes to transformation of gender relations and systems;
  • Provide technical support to the Pathways program on gender analysis, gender transformative programming and strategies to achieve women’s empowerment. Pathways is a 5 year, 6 country program whose goal is to increase poor women farmers’ productivity and empowerment in more equitable agriculture systems at scale;
  • Provide direct technical support to 3-6 long-term country programs to integrate and learn through these approaches;
  • Enhance organizational learning and influence;
  • Resource development.

Required Skills:

•Bachelor degree in International Development - in the field of women's/gender studies, Economics, Business Administration, Agribusiness Development, Anthropology, Sociology, or a related;
• Background in facilitation and training skills;
• 3 to 5 years experience in international gender programming, or related field;
• Gender analysis and application in program implementation (including advocacy) ;
• Constructive engagement of men and boys, or synchronized gender strategies;
• Facilitating and supporting gender integration within agriculture, economic development and food security programming;
• Training design and implementation experience for adult learners;
• Demonstrated capacity to facilitate trainings and learning on gender and women’s empowerment (or other social justice issues);
• Demonstrated ability to collaborate with diverse teams and effectively communicate new or sensitive topics;
• Overseas work experience;
• Demonstrated ability to design and adapt program approaches that promote gender transformative programming and support women's empowerment in diverse cultural contexts;
• Experience in inspiring and supporting colleagues to integrate gender into their work;
• Excellent verbal and written English skills, particularly communication and presentation skills for diverse audiences including conducting training events for adults and professional;
• Knowledge of word processing, spreadsheet software, and data processing.

Desired Skills:

•Master Degree in International Development, Women's Studies, Public Health, Economic Development, Agriculture, Anthropology, Sociology or other relevant field; Participatory methodologies that promote learning and social change; participatory research and evaluation designs;
•5 to 7 years experience in international development or related field;
•Experience working with adolescent girls;
•French language proficiency;
•Knowledge of a language beyond French (Spanish, Portuguese, Swahili, Arabic);

Experience integrating gender into agriculture, food security, livelihoods, and market engagement;
•Demonstrated ability to conceptualize and operationalize program strategies;
•Ability to establish and maintain effective partnerships and working with various types of stakeholders, including academics and other development organizations.
