Summary:

Manages the planning, operations oversight, and evaluation of Hopelink's Transportation Business Unit's Direct Operations' contracts and services. Implements organizational change, promotes and supports collaborative problem solving and a culture of on-going process improvement. Leads a team of 75 plus members in the delivery of passenger transportation services focused on outstanding customer service and safety. Sustains and expands Direct Operations' contracts and services. Serves as a key member of the Transportation Business Unit's overall leadership team in the development and implementation of the unit's strategic plan.

Essential Functions:

  1. Responsible for the overall development, coaching, well-being, and management of a unified and aligned work force comprised of Drivers, Mechanics, Dispatchers, Safety and Training Officer, Field Supervisors, Maintenance Manager, and Operations Manager.
  2. Assures the provision of excellent customer service to passengers and contract partners.
  3. Provides direction and guidance to the Operations Manager to ensure staff are engaged and are receiving opportunities for professional growth, evaluation and coaching on a routine basis, and that our staffing demands are fully met.
  4. Provides guidance and direction to the Safety and Training Officer in the development and administration of the Direct Operations' Safety and Training Program.
  5. Responsible for assessing operational risks and implementing policies, practices, and procures to minimize exposure.
  6. Provides direction and guidance to the Maintenance Manager regarding the maintenance and management of Operations and Agency fleet. Supervises Direct Operations Senior Management staff including Operations Manager, Maintenance Manager, and Safety & Training Officer.
  7. Creates and manages annual Direct Operations budget.
  8. Maintains knowledge of federal, state, and local laws and regulations relating to Agency Transportation programs and contracts and ensures Direct Operations management and staff are in compliance.
  9. Assists with the development of and responds to Requests for Proposal (RFPs), grant applications, and new business opportunities in accordance with the overall Agency Strategic Plan.
  10. Participates as a strong team member of the Transportation management team and works collaboratively with all other Transportation programs and initiatives. Supports Transportation Business Unit and overall Agency strategic goals.
  11. Participates in and initiates process improvement efforts. Participates in Agency executive team; assists in defining Agency and program goals.
  12. Manages security and operations of three DART bases, including Maintenance facility.
  13. Maintains current knowledge of transportation-related technology including communication systems, radios, dispatch equipment, software, and transportation databases. Participates in evaluating products and programs for Agency purchase.
  14. Represents Hopelink in relationships with various community groups and public venues; participates in King County Mobility Coalition sub-regional groups and committees.
  15. DART is a 365-day a year operation; the Director of Direct Operations is a Service Critical Employee with specific attendance requirements. More information is available in the Hopelink Adverse Weather Policy. Employee must report to work site regardless of weather conditions or other emergencies.
  16. Communicates respectfully with people of all cultures, languages, ages, genders, gender preferences, races, physical abilities, ethnic backgrounds, and religions.
  17. Maintains a professional and positive working relationship with clients, vendors, volunteers, donors, and fellow staff and adheres to the Hopelink Standards of Conduct.

Supervision Exercised and Received:

  • Supervises the Operations Manager, Maintenance Manager, and Training and Safety Officer.
  • Reports to the Vice President of Business Development and Transportation.

Required Qualifications:

  • At least three years experience as a General Manager and/or Transportation Director with a thorough knowledge and experience in direct operations including fleet management.
  • Knowledge of federal and state rules and regulations in the transportation Industry.
  • Ten years total management experience.
  • Strong written and oral communication.
  • Strong Word, Excel, Outlook, and Power Point skills.

Preferred Qualifications:

  • Bachelor's degree.
  • Background and knowledge of transportation software programs.
  • Project management experience.

Licenses, Certificates and Other Requirements:

  • Valid Washington State driver's license.
  • Reliable personal transportation.
  • Proof of personal automobile liability insurance.
  • Must pass criminal background check through the Washington State Patrol.
