The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. The International Rescue Committee began working with Afghan refugee communities in Pakistan in 1980, and first started implementing programs inside Afghanistan in 1988. Working in six eastern provinces, two provinces in the west and one province in the south, the IRC’s 426 staff is 98 percent Afghan. The IRC began scaling up its emergency response programming in 2010. The program supports communities affected by conflict or natural disaster and ensures immediate access to tents, safe drinking water and sanitation. Since July 2010 the IRC has assisted more than 14,000 families (some 100,000 people) affected by conflict and disaster such as floods; 160,000 people - including those directly affected and communities hosting those who had been displaced – benefited from IRC water chlorination and hygiene promotion activities. SCOPE OF WORK: The Humanitarian Program Coordinator is responsible for the development, management and coordination of IRC humanitarian programming in Afghanistan. The humanitarian portfolio currently includes emergency preparedness and response, food assistance, returnee livelihoods and protection profiling and monitoring with an operating budget of $6m for FY2012. This position reports to the Deputy Director, Programs, and oversees a unit of three Kabul-based national staff and 40+ field staff across eight provinces in the west, south, southeast and east of the country. RESPONSIBILITIES: Program Development (Strategic Planning, Design and Fundraising) - Develop sound understanding of external environment and IRC strengths to inform strategic planning and positioning on humanitarian issues and programming opportunities
- Develop protection profiling and monitoring and tools in collaboration with UNHCR in preparation for an expected rise in the movement of people during the military transition that is currently ongoing and expected to finalize in 2014
- Identify opportunities and develop strategic interventions to maximize IRC contribution to meeting humanitarian needs, providing services and strengthening Afghan capacity according to the evolving operational environment
Program Management (Program Quality and Implementation Management) - Ensure programming is in line with international humanitarian standards and best practices
- Ensure projects and activities are implemented according to scope, budget, quality and timescale and in adherence to grant and sub-grant obligations through direct or delegated management
- Plan and manage expenditure of financial resources to ensure timely and appropriate allocation of assets, stocks and supplies to support program activities including rapid emergency response
- Manage, maintain and develop information systems to ensure accurate, timely and complete data and information for assessments, monitoring and evaluation, internal and external reporting, planning, decision-making and program learning
- Manage, develop and allocate staff resources to ensure quality program implementation, national capacity development and staff retention
- Administer and ensure adherence to IRC policies including Mandatory Reporting, Human Resources and Global Supply Chain
- Work closely with both the Deputy Director of Programs and the Deputy Director Operations
Humanitarian Coordination - Ensure IRC is represented in appropriate coordination forums including clusters, task forces, regional teams and ad hoc bodies and influence these as appropriate to improve humanitarian response
- Ensure IRC humanitarian programming and operations are coordinated with national and international stakeholders at local and national level including information sharing, joint assessments and coherent responses
QUALIFICATIONS: - Postgraduate degree in relevant subject including International Development, International Relations or similar relevant social science (desirable not essential).
- Excellent professional track record with at least three years of international management level experience within NGO leadership working in emergency/ humanitarian program implementation within conflict or immediate post conflict environments.
- Diplomatic skills/persuasion/presentation skills required
- Strong proficiency in MS Suite.
- Successful experience working in Afghanistan or in the region is preferred
- Successful experience working within a volatile security environment is a must.
- Previous experience managing programs financed through US, EU, UN and private foundations, with previous within competitive RFA/P environments a plus
- Previous experience with protection issues associated with IDP/Refugee populations
WORK ENVIRNOMENT: In the changing context of Afghanistan, security is taken very seriously. International staff are required to communicate all movements, carry communications equipment at all times, and abide by curfew & location restrictions. International staff may travel by air to limited provincial capitals where IRC has field operations, but are not permitted to travel outside of these provincial capitals. All international staff are based in Kabul and reside in secure IRC guesthouses which are staffed by IRC guards. |
