The Radiocommunication Bureau (BR) is responsible for the application of the Radio Regulations and for technical and administrative support of ITU World and Regional Radiocommunication Conferences, Radiocommunication Assemblies and Study Groups. The Bureau also carries out the international regulatory processes for registration of frequency assignments and satellite orbits and assists administrations in their coordination and implementation of frequency spectrum and orbit requirements as well as in resolving cases of harmful interference. It provides the specialised technical secretariat for the work of the Radiocommunication Study Groups and the Radiocommunication Assembly in the development of recommendations for spectrum utilisation and radio system characteristics. The BR is organised into four Departments: Space Services Department, Terrestrial Services Department, Informatics, Administration and Publications Department and the Study Group Department.
Organization Unit:
The Informatics, Administration and Publications Department (IAP) comprises four Divisions: Space Applications Software (SAS), Terrestrial Applications Software (TAS), Administration (ADM) and Outreach and Publications Services (OPS). The Department is responsible for the development and maintenance of software and related tools used by the BR as well as software adapted for national frequency management units, providing the necessary user support for the areas concerned. It carries out studies related to policies for the technologies to be used for the information and computational systems within the BR and with administrations in the fields of management of the radio frequency spectrum and the various satellite orbits. The Department is responsible for BR text editing and publications, as well as promotion, membership and workshop organization activities. The Department is also responsible for financial and human resources management for the BR, including the preparation of the operational and financial plans, and the budget, as well as provides organisational support for conferences and meetings.
Duties / Responsibilities
Under the direct supervision of the Head, Terrestrial Applications Software Division, the incumbent will perform the following duties:
  • Provides hands-on support for Application and Database development from configuration, gathering 'business' requirements, researching solutions, creating detailed functional specifications, and developing application architecture, datamodels, databases (setups and configuration), application development, undertake integration testing, facilitate user acceptance testing, production deployment and support, and training for internal and external users and documentation.
  • Investigates reported system/application/module/database problems, conducts tests to isolate problems and root cause to resolve problems, implements workarounds as required and conducts further diagnostics and tests as necessary.
  • Provides comprehensive 'business processing', technical, and system expertise in Division planning activities, involving extensive knowledge of the client requirements, Radio Regulations, system, integration issues, and new technologies for the development of innovative and/or integrative solutions, project proposals, short, mid and longer term plans, priorities and related cost estimates and timelines etc.
  • Provides technical expertise in the analysis, design, and/or testing of new applications and/or database upgrades and plays a lead role in the development of system tools, business processing tools, standards, templates, and new approaches and methodologies etc.
  • Leads and/or participates on project involved in the identification, development, testing, and/or implementation of new systems and processes, etc.
  • Develops effective client relationships and meets with engineers and other TSD staff to propose/recommend new technologies and software.
  • Keeps abreast of the latest technologies and demonstrates continuous effort to improve practices, decrease turnaround times, streamline work processes and works cooperatively and jointly with others to provide quality seamless service for the Department.
  • Performs other duties as required: such as maintaining documentation relating to business processes and training; providing user training and participating in seminars and workshops as well as ensuring standards and procedures are followed and maintained according to evolving business requirements.
  • Qualifications required
    Education:
    Advanced university degree in systems/technology, engineering, science, or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with ten years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
    Experience:
    At least seven years of progressively responsible experience primarily in software analysis, design, development and programming, in implementation of technical applications including at least three at the international level. Experience in database design and implementation and transaction processing. A Doctorate in a related field can be considered as a substitute for three years or working experience.
    Languages:
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)
    Competencies:
  • Experience in software development in the field of radiocommunication engineering applications would be an advantage.
  • Knowledge of software development related to engineering application (for example FORTRAN) and/or PC platforms.
  • Knowledge of object oriented software development and good knowledge of the computer programming language C++.
  • Knowledge of OMT or UML methodologies.
  • Knowledge of web application design & development would be an asset.
  • Ability to work both independently and in a team as well as with users for defining the software requirements.
  • Ability and willingness to learn and stay up-to-date with new information technologie.

    Annual Salary: (Net of Tax)
    132,499.- USD - 171,699.- USD without dependants
    142,285.- USD - 185,624.- USD with dependants
