Lutheran World Relief Deputy Director for New Business Development


Lutheran World Relief seeks a Deputy Director for New Business Development to be based at LWR's office in Baltimore. Lutheran World Relief's Deputy Director for New Business Development ensures the successful submission of funding proposals to institutional donors by developing and managing appropriate processes, systems, and procedures. S/he also manages the contract and award negotiations for restricted funds.
Responsibilities I. Proposal processes and systems • Support systems and procedures to guarantee quality donor forecasting and intelligence gathering. • Identify and establish systems and procedures to guarantee quality proposal development • Manage the competitive analysis of specific opportunities and facilitate bid decision-making conversations • Manage capture strategy planning and processes • Identify proposal teams, outlining roles and responsibilities of each team member • Manage production of proposal submissions to ensure quality of proposal; timely delivery of all documents; assure proposal complies with client needs • Develop proposal writing outlines, calendars and manage teams to deliver on-time results • Monitor short and long-term identified business opportunities for targeted regions assisting in capture strategy development. • Serve as the technical design facilitator on some proposals, and in a support and/or review mode on others. • Serve as the lead writer on some proposals, and in a support and/or editing mode on others. • Ensure communication/coordination of relevant staff (Finance and Administration, program and NBD staff) and quality control in the development of proposal budgets
• Nurture proposal team working relationships. • Synthesize input for and facilitate bid and no-bid decisions. • Support review and editing of cost documents. • Manage/coordinate the work of direct reports, temporary employees, and consultants as necessary. • Conduct final proposal review and submission (or assign this responsibility as appropriate) to ensure quality and organizational alignment. • Ensure successful negotiation of restricted awards with institutional donors. • Work with the NBD Director to recommend and/or disseminate policy changes to improve/maintain the efficiency and effectiveness of business acquisition and proposal development processes at LWR. • Ensure overall optimal quality of grant proposals, including the processing of lessons learned and the marketing of project models and other innovative products. II. Research and Intelligence Gathering • Map key donor trends linked to LWR Directional Goals and Regional Strategies • As needed, research technical areas to support concept and proposal development • Conduct benchmarking research of peer organizations for purposes of competitive intelligence, in the U.S. and internationally. Track changes and trends over time. • Conduct scoping/intelligence gathering field trips III. Knowledge Management • Lead the updating and management of the Grants Acquisition Manual and ensure access to all staff. • Ensure effective knowledge management linked to donor relations and proposals as they relate to reports and evaluations submitted by grants management staff to donors • Ensure that NBD staff are informed of issues relevant to LWR’s performance. • Manage Past Performance Reference and Fact Sheet information and develop effective tracking tools. • Manage and document the proposal debrief process and respond to key learnings. • Create and manage proposal tracking systems, tools, and organization-wide reporting IV. Partnership Development • Assist the Director of NBD to identify partnerships including the US Government, foundations and other potential donors, to expand LWR’s programs overseas and in the US along strategic lines. • Cultivate relationships with potential partner organizations • Formalize partnerships through teaming agreements and letters of support, etc. • Support liaison with prime organizations and partner negotiations V. Capacity Building • Ensure that proposals adhere to LWR quality standards and that all staff have tools and training necessary to improve LWR’s new business development endeavors. • Assist in the development and periodic review of LWR’s NBD strategy, policies, procedures, manuals and guidelines. VI. Assist in the NBD coordination to annual operating plans of relevant units VII. Other job related duties as assigned by supervisor.
Requirements: 1. Deep commitment to LWR’s core values and ability to model those values in relationships with colleagues and partners. 2. Seven or more years of progressively responsible experience in international development. 3. Master’s degree in a relevant field. 4. Demonstrated success in raising restricted funds and managing relationships with institutional donors. 5. Three or more years of experience as the lead proposal writer for successful proposals to USAID, US Department of State and major foundations. 6. Excellent oral and written communication skills in English. 7. Strong management and facilitation skills. 8. Able to collaborate with a diverse work force. 9. Experience with and commitment to working in a very diverse workforce. 10. Familiarity with Lutheran theology, church structures, and church member motivations and sensitivities preferred. 11. Ability and affinity for working in teams. 12. Ability to effectively represent organization to internal and external audiences. 13. Ability to travel overseas up to 25 percent of the time. 14. Fluency in Spanish or French, preferred. 15. Two or more years of experience working with marginalized populations in economically developing countries to foster community development, preferred. 16. Three or more years of experience in technical design for successful proposals to USAID, US Department of State and major foundations, preferred. 17. Experience in capture planning and/or positioning, preferred.
