Manager - Food & Assistance Nutrition Unit Burkina Faso

We are currently seeking to recruit a Manager - Food & Assistance Nutrition Unit.

About the Role

In response to the current risks, challenges and future opportunities for Plan’s food assistance programs, Plan is setting up a new international Food Assistance and Nutrition Unit (FANU). FANU will be located in the Plan Burkina Faso Office. This Unit will have a global reach and will be responsible for strengthening the quality of food assistance programs and nutrition that target and impact effectively on children. In addition, it will support the expansion of Plan’s current program portfolio. The post holder will help to implement the FANU 18 months Plan. This period is expected to enable Plan to improve the quality of its food and nutrition assistance programs and increase influence of Plan within the food assistance and nutrition sectors.

The post holder is responsible for ensuring that the food assistance components of Plan’s Disaster Risk Management programs are strengthened and of high quality. The work of the FANU unit will contribute to increased resource mobilisation for food assistance programs in emergency settings and influence global food assistance policy implementation.

Dimensions of Role:

  • The Food Assistance specialist contributes to the management a 18 months budget of approximately $900,000 and line manages the FANU Specialist
  • Based in Burkina Faso reporting jointly to Plan Country Director while a Member of the Disaster Risk Management Global Team
  • Reporting to the DRM team regularly on the portfolio of Food Assistance projects and opportunities for expansion
  • Signatory on Food Assistance Unit accounts
  • Represents Plan at global WFP, FAO, African Union and Global Food Security and Nutrition Clusters
  • Regular travel including secondment at short notice to support Food Assistance response work where required by Plan’s DRM team

Main Responsibilities

Plan’s FANU is operating effectively and within budget

  • Line management of FANU Specialist (WARO national) and all consultants, volunteers and/or interns managed in line with Plan’s policies and practice and for high performance
  • Establishment of an effectively functioning unit with the Plan Burkina’ Office working well within the local context
  • Excellent coordination and reporting of the FANU to DRM IH for effective coordination with other parts of the DRM team

Plan’s food assistance programs are of high quality and are regularly evaluated

  • Establish quality standards for food assistance programs that improve Plan’s impact on children. Food Assistance to cover food aid, livelihoods and cash programming.
  • Develop standardized participatory monitoring and evaluation mechanisms for food assistance
  • Coordinate or support the provision of high quality programmatic expertise in nutrition and food assistance programs
  • Prepare procedures for engagement on WFP programs between Country Offices (COs) and National Offices (NOs)
  • Support Country Offices to design new food assistance projects including rapid assessment of household food insecurity and analysis of food markets and support the development of proposals
  • Develop partnerships with other potential food assistance partners and reserve mobilisation strategies with potential food aid nutrition potential donors and partners
  • Support CO/RO to access to quality human resource expertise during food aid crisis.
  • Capitalize the learning and lesson learnt from program implementation in implementing countries and dissemination

Global Food Security advocacy initiatives are based on evidence of Plan’s food assistance experience

  • Coordinate and disseminate evidence-based research on the impact on various forms of food assistance on children.
  • Develop a strategy with key messages for the coming five years to ensure change in policy and practice for increase impact on children
  • Prepare food assistance and children position papers and policy briefs
  • Lead Plan’s representation at WFP, FAO, African Union, Civil Society initiatives and Food Security and Nutrition clusters for influencing policy and for networking.

About you

  • Professional International Development/Emergency Management qualification
  • Knowledge of the food assistance and nutrition sector including WFP, USAID and ECHO food assistance programming
  • Knowledge of the Africa Union an advantage

Languages

Excellent written and spoken English required. French would be advantageous.

Location and Travel

  • The position is based in a small office environment in Plan’s Burkina Faso office.
  • It requires extensive travel to Country and Regional Offices, International Headquarters and for donor and cluster meetings which may account for up to 40% of working time
  • Program Unit visits may be to emergency settings which are remote, provide rudimentary facilities or be physically and emotionally challenging in other ways

Type of Role: Three year fixed term contract

Reports to: Director of Disaster Risk Manager

Salary: $50-65,000 per annum plus full expat benefits
