Médecins Sans Frontières E-Learning Manager

Médecins Sans Frontières (MSF) is an independent, medical, emergency relief organisation that provides assistance to people worldwide, regardless of their background, religion or political convictions. Above all, we aim to save lives and to offer medical care to victims of disasters, wars and epidemics. Working together with local staff, we give direct support to the population. MSF also appeals to those in power, including governments and international organisations, and speaks out about the abuses we encounter in the course of our work. The Operational Centre Amsterdam (OCA) comprises of three MSF sections; MSF Germany, MSF Holland and MSF UK. The virtual Human Resources department plays a key role in the recruitment, selection, training and development of (expatriate) staff for our field projects. Within the department the unit Pool Management & Development, play a pivotal role in the analysis of pool needs and supply, steering of recruitment, matching and development of people for field operations.

In the last few years MSF-OCA has invested in enlarging its training capacities by developing several E- learning programs. Based on these first experiences a decision has been made to further develop out E- learning capacities and portfolio. Therefore we are looking as of October for a:

E- Learning Manager (100%)

based in Amsterdam

Place in the organisation

The E- Learning Manager reports to the Coordinator of OCA Pool Management and Development. Functionally the E- Learning Manager has very close links to the Training Officers (TOs), Development Officer and Pool Managers within the unit. For all content related issues the E- Learning Manager will work closely together with the Subject Matter Experts in the different technical support departments; Public Health, Finance, Logistics and Operations. Furthermore the E- Learning Manager is linked on an international level with the other operational sections in Switzerland, Spain, Belgium and France in the international E- learning platform.

Objective of the Position

The overall objective of this position is to coordinate and actively manage the development and implementation of E- learning projects within the wider blended learning strategy of MSF OCA.

Description of Tasks

Project management

  • Develop project management and budgeting system for development and maintenance of e-learning trainings;
  • Provide project management and instructional design expertise as needed;
  • Manage Learning Management System with provider and oversee possible transitions;
  • Manage list of preferred external providers and E-learning budget.

Strategy development

  • Develop short and long term plan for E- learning within the wider MSF OCA development strategy;
  • In cooperation with other training officers define approach to enhance use of blended learning programmes;
  • Develop and analyse statistical and trend reports on E- learning within MSF OCA; including proactive advices to HR-PM&D coordinator about future opportunities and constraints and actions to be taken.

Didactical expert

  • In cooperation with other trainer officers translate development gaps into training objectives, and select appropriate methodologies;
  • Identify appropriate instructional design and delivery method;
  • Develop standard methodologies for the development of effective E- and blended learning programs.

Content creation

  • Compile, analyse and document need assessment of relevant technical support department and pool manager;
  • Develop project plan per course and support development of courses: in house (actual development) or outsourced (interface with external party);
  • Development and updating of existing courses using current content creation software.

Administration and support

  • Develop relevant procedures incorporating e-learning into related placement and administration processes in cooperation with development officer;
  • Participates in standard reporting and provide input into Annual Plan activities;
  • Take on functional management of all related software programs , including non-technical support.

Liaison/Communication

  • Capitalize on synergy within the MSF movement where economy of scale gains can be found and where possible ensure functional alignment in use of E- learning technology, administration and supplier management;
  • Pro-actively organizes meetings and info exchange with various stakeholders of OCA and partner sections.

Profile/requirements:

  • Experience in coordinating and implementing E- learning (content development. E- learning tools and supplier management);
  • Experience in project management – ability to shift between strategic and operational projects and activities;
  • Hands on experience with Learning Management Systems and Content Creation Software;
  • Preferably bachelor degree in relevant area;
  • Fluent in English and preferably French;
  • Preparedness to incidental travel internationally;
  • Competencies: Analytical Thinking; Capacity to Negotiation; Networking and building relationships; Result and Quality Orientation and Planning & Organising.

We offer

  • A contract for the duration of one year.
  • A gross monthly salary between €2533 and €3619 depending on relevant professional experience and based upon a 40-hour working week.
  • 30 holidays per year.
