Purpose

Nonviolent Peaceforce Philippines was officially invited to be part of the Civilian Protection Component (CPC) of the International Monitoring Team (IMT) that oversees the peace process between the Government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF). The objective of the IMT is to monitor the implementation of the Agreement on Peace between the GRP and the MILF and its Implementing Guidelines.

The role of the NPP National Civilian Protection Monitor (NCPM) is within the Agreement on the Civilian Protection Component of the peace process. Specifically, the NCPM will monitor, verify and report non-compliance by the Parties to their basic undertaking to protect civilians and civilian communities.

Key tasks and responsibilities

1. Protective accompaniment

• Assist ICPMS in Providing protective accompaniment to vulnerable and at risk civilians, particularly women and children during and after armed clashes, in order to bring them to safer locations;

• In Coordination with ICPMs provide proactive presence on the ground, in communities that are under direct threat of violence;

• Assist ICPMs in Providing protective accompaniment to relief workers operating in areas affected by the peace process;

• Facilitate safe return of internally displaced persons (IDPs) back to their respective communities by maintaining a comprehensive tracking of IDPs, returnees and;

• Regularly visit IDPs after their resettlement to ensure that basic services are afforded to them by allied agencies and the government and provide proactive presence when necessary.

2. Monitoring and verification

• Regularly monitor non-combatant areas and report if there are any threats to the civilians living in such locations; Write and submit periodic report on this to the Field Team Leader on a weekly, monthly, quarterly and per event basis;

• Monitor compliance of all parties to respect the sanctity of all areas of a civilian nature (schools, religious places, hospitals, markets and other public establishments);

• Monitor relief operations so that they are conducted unimpeded;

• Along with ICPMs, provide regular patrolling and stable protective presence in the most vulnerable communities, especially in buffer zones or other volatile areas, working closely with people at risk and always in close coordination with the authorities and local civil society organizations

• Participate in fact-finding missions, regarding human rights violations, with other structures involved in the peace process;

• Develop protection profile mapping (critical and vulnerable areas) and brief team members on historical, security and other necessary information relevant to civilian protection activities;

• Provide initial information and act as advanced team for the establishment of civilian protection monitoring post(s);

• Follow-up reported cases of violations with the parties in coordination with ICPMs and other CPC – IMT members. Make necessary documentations for such violations and the progress of the requested interventions.


3. Reporting and documentation

• Document and report specific cases of violations or non-compliance to the peace process agreements and guidelines with relevant parties; Submit weekly, monthly and quarterly reports to the Field Team Leader and all other reports of episodes that warrant immediate production;

• Report incidences of non-combatant abuse and other human rights violations; Document such incidences in a neutral and apolitical manner;

• Document and relay needs shared by IDPs to relevant authorities or concerned agencies through Field Team Leader;

• Prepare a weekly, monthly, quarterly workplan specifying activities and indicators attuned to the over-all project plan of NPP on CPC. Have this plan approved by the line manager.

• Support the team in the preparation and submission of Field CPC operations budget plan every 26th of each month for the succeeding month. These plans should be attuned with the activity plan as well as the over-all objectives of NPP-CPC.

• Coordinate with other local monitors of the CPC-IMT operating in the field of jurisdiction.

• Develop and maintain contact profiles of key partners, point persons, supporters, beneficiaries.

• Facilitate Field Team Leader in conducting dialogue for protection issues between municipalities, the GRP, the MILF, all relevant Coordinating Committee on the Cessation of Hostilities (CCCH) panel members, local civil society organisations and communities, to address violations, grievances, problematic areas and progress areas of the peace process.

4. Networking & partnership development
Coordinate and update contact information with local actors, local government units and other cpc member organizations. Liaise the team with relevant individuals, groups and authorities for the coordination of field protection activities;

a. Disseminate critical information using the chain of command/reporting structure in place (share with Field Team leader who will relay to the relevant authorities).

Person Specification

EDUCATION & TRAINING
REQUIRED PREFERRED
University degree in a related field
(Social Science, Development Studies, International Relations, Management, etc.)

Post-graduate degree in peace building & conflict mediation

Formal training related to conflict, peacekeeping or nonviolence

Certificate or diploma course in peace building, conflict transformation or nonviolent peacekeeping

WORK EXPERIENCE
REQUIRED PREFERRED

Minimum five (5) years relevant work experience
NGO/humanitarian work

Minimum two (2) years international work experience (outside of own country)

Post-conflict/conflict area experience

Cross-cultural work environment

Exposure to Mindanao context

Worked with grassroots or community-based organizations

Experience in community organizing/mobilization

Experience in dealing with armed groups, the military and with local and national government officials

Actual protection/ceasefire monitoring experience is an advantage
