Operations Manager, Business Services Unit in Washington, DC.

We are currently seeking qualified candidates for the position of Operations Manager, Business Services Unit in Washington, DC.

Position Description:

Provides technical assistance and support to the Business Services Unit within Enterprise Operations and Logistics of FHI 360’s Administration Group. Collects, complies, and analyzes information relevant to the support of FHI’s home office and overseas offices – including office/project registration and basic business requirements for operations (e.g., establishing and maintaining field bank accounts). Provides administrative and project support, in addition to communication efforts between remote office locations. Ensures compliance with internal and external regulations. Monitors budget for programs and develops monitoring systems for reviewing project status. Oversees applicable preparation of running and monitoring of financial/administrative reporting. Ensures completion of program while adhering to budget, scope, and schedule requirements. Reviews work plans, prepares presentations, and supports other related program objectives and deliverables.

  • Provides administrative program management support such as registration, bank maintenance, office/staff leases, recruitment, strategic planning, and travel arrangements. Collects, complies and analyzes information relevant to the program.
  • Provides technical assistance and support to program. Reviews and contributes to work plans for one or many programs.
  • Administers budget for program. Monitors budgets and applicable preparation of financial/administrative reports.
  • Develops reports, briefing papers, press releases, and presentations as necessary for one or multiple projects/programs.
  • Ensures timely implementation, and monitors project activities against country portfolio.
  • Serves as the liaison with home office/field office project staff, local legal counsel, government officials, local communities, and other organizations.
  • Provides technical input to projects, including monitoring and evaluation.
  • Supervises and mentors staff and provides training on systems, policies, and regulations.
  • Leads project/program in coordination among project leaders. Oversees all aspects of the program.
  • Ensures integrity of design and implementation of program.
  • Provides timely and high quality work plans with programmatic, financial, technical reports.
  • Develops and monitors budgets. Ensures accountability of all project activities.
  • Ensures achievement of project performance objectives and deliverables.
  • Develops and maintains relationships with government agencies, and other organizations.
  • Represents organization in matters pertaining to the execution of the program.

Strong knowledge of concepts, practices and procedures with program design. Excellent oral and written communication skills. Excellent and demonstrated program/project management skills.

Ability to influence and collaborate with others. Ability to analyze and interpret data, identify errors and prepare reports. Works on problems of complex scope that require evaluation of variable factors.

Demonstrates good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions. Networks with key internal and external personnel. Decisions may cause delays or failure to achieve results that impact departmental goals. Determines methods and procedures on new assignments and may coordinate activities of other personnel. Typically reports to a Manager or Associate Director. Travel Requirements 10-25%

Minimum Requirements:

Bachelor’s Degree or its international equivalent in Business Management, International Development, or international Public Health; Typically requires a minimum of 8-12 years’ experience with public health program management, cross-cultural communications, USAID rules and regulations. Substantial experience using computerized information systems. Articulate and professional and able to communicate in a clear, positive fashion with clients and staff. Must be able to read, write, and speak fluent English; fluent in host country language. Master’s Degree or its international equivalent preferred.

Prior team lead experience preferred. Demonstrated leadership experience preferred.

Proficiency/Fluency in French, Spanish or Portuguese.
