Position Title*:	OVC Technical Advisor

 

Summary:

Pact seeks an OVC Technical Advisor. The Technical Advisor will provide overall technical leadership for the project and will work closely with management and other key staff to ensure technical quality, close adherence to work plans, and that designated milestones and deliverables are met. The Technical Advisor will have strong technical expertise in OVC and policy issues; and will have experience working with the Department of Social Development. Additionally, s/he should have experience improving coordination and building the capacity of all levels of government involved with OVC care management and systems delivery.

Responsibilities/Job Description:   ·         Provide overall technical leadership, including leading the formulation of the project’s strategic approach to capacity development/systems strengthening for OVC and ensuring coordinated programmatic inputs and technical quality. ·         Manage and oversee design, implementation, and delivery of all activities targeted at capacity development of Governmental partners, addressing systems, policy, organizational and workforce requirements for improved systems for OVC service delivery. ·         Lead and monitor program quality assurance and improvement activities ·         Participate in national OVC Technical Working Group and other relevant networks ·         Foster an enabling OVC policy and regulatory environment. ·         Work with and build the capacity of local NGOs implementing activities related to OVC. ·         Represent the project to donor and other stakeholders ·         Maintain ongoing communications with Pact’s home office.

Additional Qualifications**: Education and Experience Requirements:  ·         Master’s degree or higher in social work, public health or other relevant professional and advanced degree ·         10+ years of experience (preferably in public health or nursing), including at least five years of experience in social welfare, OVC strengthening Other Qualifications: ·         Demonstrated experience as a technical advisor for OVC, public health and/or international development project, with in-depth technical knowledge of implementing OVC projects. Significant South African experience required. ·         Demonstrated skills, abilities and experience to provide technical direction for a program of the same scale and complexity, and oversee programming across technical disciplines. ·         Strong understanding of interventions in social welfare and protection system strengthening and capacity development of Government entities at all levels. ·         Demonstrated experience in cultivating and sustaining working relationships with government, particularly Department of Social Development; civil society; community; and the private sector. ·         Strong written and oral communication and interpersonal skills. ·         Local Candidates are strongly preferred ·         Must be Fluent in English and at least two local indigenous South African languages.   To apply for this position, please visit our website at www.pactworld.org
