Oxfam Novib Controller International Department

At Oxfam Novib different departments and teams (regional bureaus, popular campaigning, advocacy, communication, etc.) contribute their expertise to the programs. The Controller advises on the financial aspects and risks, and consolidates monthly and quarterly reports, makes multi-annual forecasts and the annual account for the benefit of program work, externally funded projects and Oxfam Novib’s country offices.
The position
  • You work on developing financial management tools (business plans, multi-annual budget, etc.) for the country offices and make suggestions for relevant management information, on approvals and transfers, cost calculations and financial-administrative program indicators.
  • You monitor compliance with set demands and test the administrative and financial organization of the country office, advise the financial staff at the country office, maintain the fraud register, and when needed take on the handling and follow-up of complex cases of fraud.
  • You make, in co-operation with the country offices, multi-annual forecasts and budgets, you analyze the results, signal deviations and report to (A)CDs, Director International Department, Regional managers and head of Quality & Control.
  • You draw up financial management reports regarding budgets, forecasts, etc. You record this information in management information systems and manage the Balanced Scorecards of regions and relevant segments in the directors’ Balanced Scorecard.
  • You co-operate in drawing up the (monthly) financial reports and annual account, for (A)CDs, Director International Department, Regional managers and head of Quality & Control.
  • You supervise and maintain an overview of funds and bureau budgets, latest estimates and allocation margins for the assigned regions.
  • You are the first port of call for country offices and their financial issues, you signal, organize and (if needed) facilitate training courses for financial program staff.
  • You support external audits related to the annual accounts and back-donors, and execute internal audits (when requested).
Your profile
  • You have a relevant university education and have at least 4 years of proven experience with the activities described.
  • You have analytical strength, are results-oriented and have an enterprising attitude.
  • You are skilled in oral and written communication.
  • You have a good command of the English and French languages. A command of the Portuguese language is an advantage.
We offer
  • In the first instance an appointment for the duration of one year.
  • The position is classified as salary scale 9, with a maximum salary of € 4,011 euro gross per month, based on a 36-hour working week.
