PAHO Knowledge Management & Communication Specialist

PAHO’s Office of Gender, Diversity and Human Rights (GDR) provides technical cooperation and assistance to PAHO’s technical areas, country offices, and Member States to promote gender and ethnic equality, human rights, and bioethics, as well as the participation of stakeholders in the development and monitoring of health policies and programs. GDR seeks to identify and reduce the inequities between women and men of all ethnic groups with regard to health status and its determinants, and to promote ethical standards and the right to health, including access to quality health care, and to decision-making.

Organizational Context: The incumbent is responsible for the Entity’s Knowledge Management and Communications Strategy implementation, in collaboration with the Knowledge Management and Communications Entity (KMC).

He/she will collect, manage and disseminate the Entity-related health information both within the Organization and to regional networks and cooperating agencies. This includes the management of existing information, and the production and dissemination of new resources, such as web pages (internet and intranet), databases, newsletters, fact sheets, issue briefs, and contents to be disseminated through social networks (in accordance to the KMC guidelines).

He/She assists in enabling Entity’s projects in the development of knowledge management and capacity building to promote its work, including, training, health situation analysis, and health policy development. The incumbent provides technical support in information and knowledge management initiatives within the general framework of the Organization’s mission, including the KMC strategic objectives.

The incumbent recommends information and knowledge management actions to support the technical cooperation work plan. The incumbent must exercise a high degree of independent judgment and initiative, makes recommendations, and is required to assume leadership and initiative in the areas of responsibility with colleagues both internally and externally to the Organization.

Summary of Responsibilities: Under the general supervision of the Manager, Knowledge Management and Communications (KMC), and the direct supervision of the Senior Advisor, Gender, Diversity and Human Rights (GDR/MC), the incumbent is responsible for, but not necessarily limited to the following: • Coordinate the adoption and implementation of the Knowledge Management and Communications Strategy within the Entity, in close coordination with KMC; address the established general priorities to contribute to the Millennium Development Goals, with modern information technology tools and improved methodologies of information sharing and knowledge management initiatives; take the lead in the development of the entity’s communication and advocacy activities to support and promote the Entity’s biennial work plan and strategic objectives; assist in the development of education and advocacy materials; provide strategic support to develop and strengthen a consolidated approach to synchronize and harmonize knowledge management and communications initiatives; • Develop, implement, coordinate and evaluate the knowledge management and information sharing strategies and activities for the Entity, in collaboration with the Manager, Project Coordinators, and the entity personnel; assist in the design and implementation of an integrated management approach of the Entity’s dissemination, communication and publication policies/guidelines to promote the technical cooperation projects and the production of project-specific technical publications and promotional materials; • Collaborate in strategy and program development for communication campaigns of special significance for the entity; identify information requirements and issues and provide timely solutions; • Identify opportunities to use existing and emerging online tools to monitor and collect information to support technical staff in gathering evidence-based information for program implementation and policies; review web-metrics reports, provide support and one-to-one training for current and emerging online communication channels; • Serve as the KMC’s focal point in the Entity to provide strategic support and inputs to develop the principal KMC’s products and services, organized by the following Projects: o Knowledge Management & Organizational Learning (KMC/KM): conduct face-to-face and/or virtual orientation/training sessions for the Entity’s staff regarding the use and best practices of virtual tools; assist in identifying, developing and implementing Communities of Practice (CoPs); develop and maintain the Intranet/Website for the entity; coordinate and support the content management activities, ensuring quality and integrity of information published on both sites; o Editorial Services (KMC/ES): provide editorial support for scientific, technical and/or promotional materials produced by the Entity for specific internal/external audiences, ensuring quality and integrity of information; o Library and Information Networks (KMC/LI): participate in the review process to update the Organization’s taxonomy and information architecture; coordinate and work with the Library to provide to the Entity’s staff the accessibility to scientific articles and bibliographic databases, etc; develop and promote digital literacy initiatives for the Entity’s staff and within the program of work, based on KMC guidelines and Learning Board; promote the integration with the institutional repository initiative and promote the operation of the Virtual Health Library related to the Entity’s production, in coordination with KMC/BIREME; o Multimedia Relations and Services (KMC/MR): act as contact person and work closely with KMC Multimedia team to coordinate the timely response to external media requests (interviews, press releases, etc); edit content for press releases, fact sheets, campaign materials, video scripts, etc; review these materials for content, accuracy, and consistency in terminology and style; provide training to the entity’s technical staff in external communication methods, including media training; support and reinforce internal and external communications actions; o Institutional Branding (KMC/IB): provide technical support in the promotion of a focused branding and strategic approach to the Organization’s name, visual recognition, public relations efforts, and campaigns across all entity’s visual communication, media and associated networks; coordinate and provide data regarding the production of the Entity’s information products, based on the guidelines of the Publishing Policy and the Institutional Branding principles and standards; o Support and promote the correct and innovative use of the virtual resources and platforms, and the social and institutional networks; develop and maintain a database of professionals who work with Knowledge Management and Communications within the entity and externally; identify opportunities for and forges strategic partnerships to improve dialogue and outreach activities to promote the entity’s program of work; o Work in close coordination and interaction with the Entity’s Administrative Team and KMC’s staff; o Perform other related duties, as assigned.

Qualifications: Essential: A bachelor’s degree in information sciences, information management, knowledge management, communications or related field from a recognized institution. Desirable: Training in emerging technologies and methodologies for knowledge management and communication would be an asset. Essential: Five years of combined national and international experience working in the area of information and knowledge management and/or communication projects Fluency in English and Spanish. Knowledge of French or Portuguese will be an asset.

IT Skills: Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project. Knowledge of Web 2.0 concepts, Virtual Collaboration tools; open source tools such as Joomla, etc.
